Transportation

Seoul features one of the world's most advanced transportation infrastructures that is constantly under expansion. Its system dates back to the era of the Korean Empire, when the first streetcar lines were laid and a railroad linking Seoul and Incheon was completed. Seoul's most important streetcar line ran along Jongno until it was replaced by Line 1 of the subway system in the early 1970s. Other notable streets in downtown Seoul include Euljiro, Teheranno, Sejongno, Chungmuro, Yulgongno, and Toegyero. There are nine major subway lines stretching for more than 250 kilometers, with one additional line planned.

Bus

Seoul's bus system is operated by the Seoul Metropolitan Government, with four primary bus configurations available servicing most of the city. Seoul has many large intercity/express bus terminals. These buses connect Seoul with cities throughout South Korea. The Seoul Express Bus Terminal, Central City Terminal and Seoul Nambu Terminal are located in the district of Seocho-gu. In addition, East Seoul Bus Terminal in Gwangjin-gu and Sangbong Terminal in Jungnang-gu operate in the east of the city. To reduce air pollution in the metropolitan area, the municipal government is planning to convert over seven thousand of Seoul's diesel engine buses to natural gas by 2010.

Subway

Seoul has a comprehensive subway network that interconnects every district of the city and the surrounding areas. With more than 8 million passengers per day, Seoul has one of the busiest subway systems in the world. The Seoul Metropolitan Subway has 12 lines which serve Seoul, Incheon, Gyeonggi province, western Gangwon province, and northern Chungnam province. In addition, in order to cope with the various modes of transport, Seoul's metropolitan government employs several mathematicians to coordinate the subway, bus, and traffic schedules into one timetable. The various lines are run by Korail, Seoul Metro, Seoul Metropolitan Rapid Transit Corporation, AREX and Metro 9.

Train

Seoul is connected to every major city in Korea by rail. Seoul is also linked to most major Korean cities by the KTX high-speed train, which has a normal operation speed of more than 300 km/h (186 mph). Major railroad stations include:

-Seoul Station, Yongsan-gu: Gyeongbu line (KTX/Saemaul/Mugunghwa-ho), Gyeongui line (Saemaul/Commuter)
-Yongsan Station, Yongsan-gu: Honam line (KTX/Saemaul/Mugunghwa), Jeolla/Janghang lines (Saemaul/Mugunghwa)
-Yeongdeungpo Station, Yeongdeungpo-gu: Gyeongbu/Honam/Janghang lines (Saemaul/Mugunghwa)
-Cheongnyangni Station, Dongdaemun-gu: Gyeongchun/Jungang/Yeongdong/Taebaek lines (Mugunghwa)

Airports

Two international airports serve Seoul. Gimpo International Airport, formerly in Gimpo but annexed to Seoul in 1963, was for many years (since its original construction during the Korean War) the only international airport serving Seoul. Other domestic airports were also built around the time of the war, including Yeouido.

When it opened in March 2001, Incheon International Airport on Yeongjong island in Incheon changed the role of Gimpo Airport significantly. Incheon is now responsible for almost all international flights and some domestic flights, while Gimpo serves only domestic flights with the exception of flights to Tokyo International Airport (Haneda) in Tokyo, Osaka Kansai International Airport, Hongqiao Airport in Shanghai, and Beijing Capital International Airport in Beijing. This has led to a significant drop in flights from Gimpo Airport.

Meanwhile, Incheon International Airport has become, along with Hong Kong, a major transportation center for East Asia.

Incheon and Gimpo are linked to Seoul by highways, and to each other by the Incheon International Airport Railroad, which is also linked to Incheon line #1. Gimpo is also linked by subway (line No. 5 and #9). The Incheon International Airport Railroad, connecting the airport directly to Seoul Station in central Seoul, was recently opened. Shuttle buses also transfer passengers between Incheon and Gimpo airports.

Uzmanlaşmış dijital içerik sanayi bölgesi Sangam Digital Media City (DMC), tamamlanıp ve multimedya kültürel içerik kompleksleri Cheonggyecheon'a taşınınca, Seul'ün dijital sanayi kümeleri, dijital tabanlı yazılım endüstrisinin küresel merkezi haline gelecektir.

6 New Growth Engines

Overview

While Seoul's geographical area of 605.41km2 represents only 0.6% of the total national size, its population accounts for 21%, reflecting the city's high population density. To take advantage of Seoul's characteristics, the city will specialize in future oriented state of the art industries related to the environment and services.

To lead Seoul’s economy in the 21st century, the city has designated 6 New Growth Engine Industries: digital content; research and development; financial services; design and fashion; tourism; conventions. These industries are being cultivated by the city and central government through systematic and focused financial and administrative support.

1.Digital Contents

Seoul offers a strong networked infrastructure based on state of the art information and communication technology. Together with the city's open attitude to new lifestyles, its spirit of experimentation and innovation and the cultural vitality typical of a metropolitan city, the scene is set for growth of the digital content industry.

According to a survey by Seoul Development Institute in 2003, there were 25,637 enterprises, with 302,806 employees, working in the digital content industry in Seoul. Although the number of employees in the industry was only 1.36% of the total for Seoul, they accounted for 48% of all patents approved, indicating the city’s concentration of excellent professional human resources. As the information and communication technology (ICT) and digital content industries are expected to lead Seoul's economy, the city’s competitiveness, secured by its vital ICT industry, should naturally encourage the speedy growth of the digital content industry. Furthermore, digital content will provide an opportunity for the ICT industry's renewed growth.

This is because the growth potential for the digital content industry is substantial, even compared to Korea’s other top growth engine industries. A point indicated by its annual growth rate of 17.9% in terms of total production and value added amount.

Industrial clusters have already formed in Gangnam (33%), the downtown area (13%) and Yeoungdeungpo (18%). Once Sangam Digital Media City (DMC), a specialized digital content industry zone, is completed and the multimedia cultural content complexes move into Cheonggyecheon, the digital industry cluster of Seoul will become the global center of the digital based software industry.

2.Information and Communication Technology (ICT)

The information and communications industry (ICT) is a new technology fusion-based high growth industry that has been rapidly growing in line with global digitalization. Seoul has more potential in this area than any other city in the world.

For example, workers in the information and communications industry account for 4.1% (7,283 enterprises and 199,370 employees in 2004) of Seoul's total workforce. Since this sector is known for the outstanding quality of its human resources (43% of all Korean patents approved in the information and communications area came from Seoul), continued fast growth is expected for the foreseeable future.

The existing Teheran Valley, the Poi Valley Cluster and the Guro Digital Industrial Complex are symbols of ICT in Korea. Indeed, ICT industrial clusters have formed in Gangnam (27.2%), Seocho (12.6%), Yongsan (6.1%) and Yeoungdeungpo (9.2%). Gangnam, Seocho and Yeongdeungpo specialize in ICT services, while Yongsan specializes in wholesale/retail, and Guro and Geumcheon in manufacturing.

Furthermore, once the downtown information and communication valley has been formed around Cheonggyecheon, and the basis for this state of the art information city has been established in Sangam DMC, Seoul will have the world's best information and communication infrastructure. The information and communications environment of Seoul is now reaching beyond Korea and Asia and is becoming the global center of the information and communications industry.

The ICT industry is evolving with the convergence of ICT and other industries, which ensures the future of this industry is bright. The convergence occurring within the ICT industry, such as DVD combos, all-in-one printers, all-in-one camcorders, camera phones, TV phones and others, is now extending to other areas.

Convergence is also occurring in construction, motor vehicles and broadcasting as shown by internet/mobile banking, home networking and intelligent buildings. Seoul is by far a clear leader in real life applications of convergence and ubiquitous access. This is because Korea's advanced communications network and semiconductor technology development have drastically transformed the conditions required for convergence of industries. Seoul is in a strong position to remain a leader in the fusion of ICT with broadcasting, media, digital based technology, logistics, finance and the health/medical industries.

3.Bio/Nano Technology

Although the number of employees in this industry, circa 2004, accounted for only 0.5% of Seoul's total workforce, its average annual growth rate of production is 14.5%, second only to the digital content industry. This results in a very high added value of 150% to the digital content industry.

It is becoming Seoul's fastest emerging industry. Since the biotechnology industry is closely related to ICT and has broad applications, it is expected that this industry will lead Seoul's economic growth in the future, along with ICT and the digital content industries. Seoul is the most competitive place for biotechnology in Korea, as evidenced by the presence of 40.7% of all biotechnology venture companies and 47% of patents.
Since Seoul offers a well developed biotech industry knowledge base and the related industries needed for its growth, the city is expected to soon attain the world's highest levels of biotech research and development capabilities.

The Seoul government plans to expand its support for industrial-academia cooperation by linking small-scale biotech clusters with commercial enterprises, research institutes, schools and hospitals. The global market for the biotech industry is growing at 11% annually and is expected to reach US$ 210 billion in 2013. The Korean government is implementing an ambitious plan to become one of the top 5 countries for bioengineering in the world and to obtain a 5% world market share in the biotech industry by 2012. The key to this plan is the activation of the Hongneung Bio Valley, the Gangbuk Medi Cluster and the Gwanak Bio-engineering Clusters.

The outstanding researchers supported by the Seoul government are doing their best to develop biotech as a key industry for Seoul.

4.Financial Services

As the presence of Northeast Asian countries becomes more pronounced in the international economy, and as economic cooperation among countries within the regional bloc increases, the size of their financial markets expands as well. In response to this trend, the Korean and Seoul Metropolitan Government have come up with ambitious policies to promote the advantages of Seoul as an international financial hub for Northeast Asia.

Seoul excels in the business services related industry with 14.07% of its total labor force employed in 35,165 companies, as of the end of 2005. In addition, in real economic terms, Korea draws high demand in international finance compared to other major Asian countries. This real economy is also the core of Korea's financial industry accounting for:

*24.72% (8,577 businesses) of the total financial & insurance industry.
*35.83% (212,151 workers) of the total people engaged in the financial & insurance industry.
*50.73% (540,908) of the people engaged in the business service industry.

The finance and insurance industries are forming core clusters in the city center and Yeouido, while the business services industry is forming a core cluster in the Gangnam area. Also, the Seoul Metropolitan Government and AIG, the world's second biggest universal financial group, are constructing the Seoul International Financial Center (SIFC) in Yeouido.

Seoul aims to induce foreign investors to form a financial cluster by building private sector-led international financial centers around the Cheonggyecheon restoration project.

Looking at the growth rate of the Korean financial market and the establishment of its international financial centers, Korea will rapidly transform into an international financial hub with world-renowned financial companies, institutions, and experts coming to Korea.
Direct foreign investment in the financial and business services industry (based on declared amount) is increasing steadily with US$ 18.5 million invested in 2003 and US$ 33.9 million invested in 2004. In particular, investment into the financial and insurance industries accounts for a huge portion of this with US$ 16.43 million invested in 2003 and US$ 31.54 million in 2004. This attests to the fact that foreign investors are responding positively to the vision of nurturing Seoul into the financial hub of Northeast Asia.

5.Design and Fashion

Korea is the world's 4th largest textile exporting country. The textile industry, which once led Korea's exports, is no longer simply the manufacturing industry of the past. The fashion industry is being cultivated as a high value added industry. Having recognized that design is the key competitive factor for this industry, Seoul is actively supporting fashion design and promoting it as a key industry.

The market potential of Seoul's fashion design industry is substantial. This is because 50% of Korea's textile manufacturers and 83% of all wholesalers are located in the city. However, compared with other major fashion cities of the world it is less competitive.

The SMG set up the Seoul Fashion Design Center and equipped it with a fashion information system to cultivate fashion professionals. The city is also focusing on creating Korea's own fashion brands, while vigorously carrying out overseas marketing activities. Seoul is also expanding its support of the development of the "Seoul Collection" as one of the world's top collections.

The worldwide design revolution has made ‘collaboration’ the key word in the fashion industry. Just like convergence in the digital industry, designers and brands across industries are creating high value added products. Korean companies lead the way where collaborative efforts between the fashion and ICT industries are concerned.

As it is the global leader in the convergence of the ICT and digital industries, Seoul is confident that it can secure a world-class competitiveness in fashion design through collaboration with other industries. The fashion design industry is a high value added industry, and it is also becoming the key industry for Seoul.

6.Tourism and Convention

Seoul City Government has designated the convention industry as one of the key strategic industries to boost its future economy. The convention industry is one of the best ways to enhance the international image of a city. An international conference participant spends, on average, 2.4 times more than common tourists. Seoul is the world’s 9th busiest convention city, hosting 103 international conferences, according to the Union of International Association (UIA) report in 2005.

With the support of the city government, the Seoul Convention and Visitors Bureau (SCVB) have targeted making Seoul the prime global conference location. Accordingly, Seoul aims to be Asian’s 1st and the world’s 5th busiest convention city by 2010. To achieve this end, several universities have been operating professional training course conventions and, moreover, an International Convention High school was opened in 2005.

State of the art convention infrastructure is not in short supply: the Convention & Exhibition facilities in COEX, Seoul Trade Exhibition & Convention (SETEC) and Jamsil Olympic Center are adjacent to each other and function as the ‘Conventional Belt’ in southern Seoul. The Korea International Exhibition Center (KINTEX) is a brand new convention center located within 45 minutes from Seoul’s downtown and showcases heavy industry products.

Seoul dreams to be a city where all the people of the world can gather and have fun without difficulty. The Seoul Metropolitan Government has created a plan to strengthen the city’s tourism infrastructures to attract 10 million tourists per year. The key strategy is to turn places like the Hangang, Cheonggyecheon, Insa-dong and Namsan (Mt.) into vivid tourist places. Seoul is a well designed 600 year old city where there are numerous sites displaying its ancient heritage.

Seoul citizens and visitors can experience many revived old ceremonies and traditions. The 5 palaces are expected to attract the most tourists eager to experience how old Korean royal families lived.

Moreover, restoration of the old Seoul Seonggwak around Sungnyemun (South Gate) and the Namsan Bongsudae signal-fire ceremony are expected to provide more tourist attractions of an historical nature. In addition to the current tourism sources, Seoul city is preparing great attractions for its citizens and visitors.

The Hangang Renaissance Project will make Hangang a firm landmark. The Hangang Renaissance project is geared towards turning Hangang into a huge ecological park with various cultural and tourism spots. Concrete riverbanks will be replaced with green banks and natural wildlife habitats.

The Nodeulseom Cultural Complex, which aims to become a new landmark of Seoul, is currently being constructed on an island in the middle of Hangang. Having begun construction in June 2006, the Cultural Complex is being built in stages with completion expected in 2010. Moreover, with the cooperation of the central government, free tourism visas will be allocated to several countries, and tax reductions will also be provided to those motels that will be renovated into low cost hotels for foreigners.

Hub of Northeast Asia: Location Advantages

Korea’s geographical location offers unique advantages to those interested in doing business with Northeast Asia.

Located between China and Japan, Korea allows easy and convenient access to the world’s leading economies of dynamism and sophistication. From Seoul, it takes less than two hours to fly to Beijing, Shanghai, Tokyo and Osaka.

And, in fact, from Korea, in 3 hours or less of flight, one can reach as many as 43 cities with a population of 1 million or more people.
Seoul sits in the center of the world’s most dynamic region. Northeast Asia is home to 1/4 of the world’s population and generates nearly as much GDP (22% as of 2006). By 2020 this region will account for 1/3 of the world economic production.

From the ancient past, we can find evidence for such geographical advantage. Korean traders actively used the Silk Road of Northeast Asia and opened new trade routes to Southeast Asia, Persia, and the Arabic world. The word ‘Korea’ comes from the name “Goryeo” – the dynasty that initiated these long-distance trades in the 10th through the 14th century.

In the near future, we hope to see Korea connected by land even with Europe. If and when the inter-Korean railways are restored, connecting Seoul-Wonsan, Seoul-Sineuiju, and Yangyang, Seoul will be directly connected to Mainland China, Siberia, and Europe by land.
