Yeni Tohum Koruma Projesi

Dünya genelindeki durgunluk, altin fiyatinin tavan yapmasina neden oldu, fakat bazi tohumlar geçtigimiz birkaç ay süresince altindan daha pahali hale geldi. Örnegin domates ve kirmizi biber tohumlarinin gram fiyati 120 bin won yani yaklasik 106 dolar. Tarimdaki en son egilimlere cevaben Kore, tohumlari gelecek için korumak ve gelistirmek amaciyla Altin Tohum Projesi'ni baslatti. Gida, Tarim, Orman ve Balikçilik Bakanligi, altindan daha degerli olan tohumlari gelistirme plani olan Altin Tohum Projesini baslatmak amaciyla gelecek 10 yil için hükümetin 491 milyaw won, yani yaklasik 437 milyon dolardan daha fazla yatirim yapacagini duyurdu. Bakanlik Mart sonunda proje sefini belirledikten sonra projeyi baslatmayi planliyor. Proje, ihraç mallari olarak domuz, tavuk, dil baligi ve abalon dahil hayvan türleri gelistirmenin yani sira pirinç, patates, misir ve biber gibi yirmiden fazla elverisli türde tohum gelistirmeyi amaçliyor. Nihai hedef 2030 itibariyla bu mallarin ihracindan 5 milyar dolar saglamak. Kore geçen yil yalnizca 30 milyon dolarlik tohum ihraç etti. Bakanlik, Altin Tohum Projesinin hükümet, özel isletmeler ve üniversitelerin katildigi üçlü ortak bir çalisma olacagini söylüyor.

Altin Tohum Projesi 2021'e kadar 19 uygun ihraç çesidini gelistirmeyi basarirsa Kore patent ödeyici yerine patent toplayici olabilir. Aslina bakilirsa Kore yerli gül gelismesini 2006'daki %0'dan %22'ye yükselterek basarili sekilde yerli gül çesitleri gelistirdi ve bu yil Güney Amerika ve Avrupa'da 6 ülkeye Kore gülleri ihraç etmeye basladi. Kore, dünyanin 6. en büyük genetik kaynak stoguna sahip oldugundan Kore tohum endüstrisinin gelecegi parlak. Kore, global tohum pazarinda önemli bir rol sahibi olmak adina gerekli tüm araçlara sahip gibi görünüyor. Ülke, bu kazançli sektörde varligini daha çok göstermek için daha ne yapmali ?

Her seyden önce tohum gelistirmeyle ilgili yöntemler tam anlamda gerçeklestirilmeli. Kore özellikle hayvancilik, daha fazla altyapi olusturma ve özel yatirimlari gelistirmede daha yetenekli insanlari yetistirmeye dikkat etmeli. Yurtdisi pazarlarinda Korelilerin gelistirdigi tohumlara daha açik olma, tohum ihraci ve diger tohum ihracati yardim programlari için daha esasli bir pazar arastirmasi olmali. Kore, ilgili alanda yetenekli uzmanlar ve gelismis teknolojilerin yani sira 3 farkli iklim bölgesine-ilik, sicak ve soguk- ve kiyaslanabilir boyuttaki bir ülkeden 3 veya 4 kat fazla biyolojik çesitlilige sahip oldugundan çok çesitli biyolojik kaynaklari güvence altina almaya muktedir. RDA-Gen Bankasi Bilgi Merkezi; bitkiler, mikroplar, hayvanlar ve böcekler dahil yaklasik 8000 türden 290 bin genetik maddeye sahip. Kore, sahip olunan bitki tohumlari sayisi bakimindan ABD, Çin, Hindistan, Rusya ve Japonya'nin ardindan 6. sirada yer aliyor. Hükümet su an Kore Bitki Endüstrileri Birligi Merkezi yoluyla gelismekte olan ülkelerle birlikte oralarda toplanan 1350 ender yaban çesidi üzerine ortak arastirmalar da yürütüyor. Kore, tohum endüstrisini ve hayvancilik kanunlarini gözden geçirmeli ve yeni bitki türleri için fikri mülkiyet haklarini desteklemeli.

Yeni bir çesit gelistirmek çok fazla zaman ve çaba gerektiriyor. Bir Japon elma çesidi olan Fuji'nin gelistirilmesi 29 yil ve bir Kore kavunu olan Geumssaragi(금싸라기)'nin gelistirilmesi 17 yil aldi. Tohum gelistirme insanligin gelecegi için gerekli oldugundan tüm emek ve yatirim buna deger.

The worldwide recession has driven the price of gold through the roof, but some seeds have become more expensive than gold over the past few months. For instance, tomato or paprika seeds are priced at 120 thousand won or about 106 U.S. dollars per gram. Responding to the latest trend in agriculture, Korea has launched the Golden Seed Project to preserve and develop seeds for the future. Today, we’ll find out more about the project from Mr. Bang Jin-ki방진기, head of the Seed and Seedling Business Team at the Foundation of Agricultural Technology Commercialization and Transfer. First, he tells about why the seed industry is receiving global spotlight.

The global seed market grew from 12 billion dollars in 1975 to 69.5 billion dollars in 2008, and is projected to reach 165 billion dollars by 2020. The seed trade worldwide is also on the increase, from 3 billion dollars in 1990 to 3.5 billion in 2000 and 7.1 billion in 2008. Competition is intense over which nation is going to secure more superior seeds and genetic resources. Also, increasingly serious climate change and environmental destruction undermine food security, which in turn fuels the seed war. The Organization for Economic Cooperation and Development, the Good and Agriculture Organization of the UN, and other food-related international agencies project that the global food war is likely to intensify over the next twenty years. Sparking fiercer competition over seeds is the variety protection system launched this year by the International Union for the Protection of New Varieties of Plants. Under the new system, royalty must be paid to the corporation owning the seeds of the protected plant species. It was reported that the world’s ten largest seed companies expanded their market share from 14% in 1996 to 67% recently.

The global seed market is growing at a stunning pace and food security concerns fueled by climate change are emerging as grave problems, compelling nations around the world to engage in a seed war. Another major agricultural issue is paying royalties for seeds. The value of plant seeds is multifaceted. Most of the new drugs developed in the world since the 1980s, as well as new fuels, were derived from plant seeds. The seed business is emerging as a very promising and lucrative growth engine for the next generation. Then, how is Korea faring in the seed war?

Korea’s seed market is a little over one billion dollars, about 1.5% of the global market. The number of items for which Korea has to pay royalties spiked from 27 in 1998 to 223 in 2008. This is because multinational corporations with a lion’s share in the global seed market have forced farmers in developing and underdeveloped nations to pay stiff royalties. Therefore, farmers have to pay more to purchase seeds. Since the 1998 financial crisis, a number of Korean seed companies were merged with or acquired by the multinationals, which is why Korea has to pay royalties for so many plant species. Korea’s Ministry of Food, Agriculture, Forestry, and Fisheries estimated that once the Plant Variety Protection Course is implemented, Korea would have to pay 790 billion won or over 702 million dollars for just nine of the imported varieties.

In 2010, the Korean government invested 1.05 trillion won, or nearly 934 billion dollars, to seed research and development projects. This was part of its attempt to achieve the goals of exporting 200 million dollars in seeds and possessing the world’s fifth largest genetic resource. The RDA-Genebank Information Center under the Rural Development Administration has developed roughly 2,500 new seed varieties since then, driving the country’s seed development efforts. But the Korean seed industry has suffered much in the years following the financial crisis in 1998 from which it has not yet recovered fully. It is a sad but unfortunate reality that Korea’s presence in the global seed market remains minimal. To make matters worse, once the Plant Variety Protection Course by the UPOV is implemented this year, Korea has to pay even stiffer royalties for the seeds it imports. But all of these concerns have motivated the Korean government to launch the ambitious Golden Seed Project.

The Ministry of Food, Agriculture, Forestry, and Fisheries has announced that the government will invest more than 491 billion won, or nearly 437 million dollars, for the next ten years to run the Golden Seed Project, a plan to develop seeds that are more valuable than gold. The Ministry plans to launch the project after recruiting project chief by the end of March. The project aims to develop seeds in more than 20 strategic varieties such as rice, potato, corn, and pepper, as well as develop animal species as export items including pig, chicken, flounder, and abalone. The ultimate goal is to post five billion dollars in export of these items by 2030. Korea exported merely 30 million dollars in seeds last year. The Ministry says the Golden Seed Project would be a tripartite joint study participated by the government, private businesses, and universities.

Once the Golden Seed Project succeeds in developing 19 strategic export varieties by 2021, Korea can become a royalty recipient rather than a royalty payer. In fact, Korea has successfully developed local rose varieties, boosting the local rose development rate from 0% in 2006 to 22%, and started exporting Korean roses to six countries in South America and Europe this year. The future of the Korean seed industry is bright, as Korea has the world’s sixth largest inventory of genetic resources. It appears Korea has all the tools needed to become a major player in the global seed market. What more does the nation have to do to enjoy a greater presence in this lucrative sector?

First of all, the policies related to seed development must be executed well. In particular, Korea needs to pay attention to fostering more talented people in breeding, building more infrastructure, and developing private investments. There must be more thorough market research for seed exports, greater exposure to Korean-developed seeds in overseas markets, and other seed export assistance programs. Korea is capable of securing a wide range of biological resources, for it has three different climate zones - warm, temperate, and cold - and three or four times more biological diversity than a country of comparable size, as well as talented experts and advanced technologies in the related field. The RDA-Genebank Information Center has some 290 thousand items of genetic materials from roughly 8,000 species, which include plants, microbes, animals, and insects. In terms of the number of plant seeds in possession, Korea ranks sixth in the world, following the United States, China, India, Russia, and Japan. The government is also currently conducting joint studies with developing nations on the 1,350 rare wild varieties collected there through the Korea Plant Industries Association Center. Korea also needs to revise its seed industry and livestock laws, and bolster the intellectual property rights for new plant species.

It takes tremendous time and effort to develop one new variety. It took Fuji, a Japanese apple variety, 29 years to develop, and Geumssaragi금싸라기, a Korean melon, 17 years. But all the work and investment is worth it, for seed development is a necessity for the future of mankind.

Employment in S. Korea Grows Sharply in January

Güney Kore'de is sahibi kisilerin sayisi Ocak ayinda 20 ay içindeki en yüksek artisi kaydetti.

Isi olan kisi sayisi geçtigimiz Ekimde 500 bin, Kasimda 479 bin ve Aralikta 441 bin oraninda artmisti.

Maas alan daha fazla kisiyle birlikte ülkenin issizlik orani geçen ay %0.3 azalarak %3.5'e düstü.

The number of employed people in South Korea posted the highest growth in 20 months in January.

Statistics Korea said Wednesday that some 23-point-seven million people were estimated to have jobs last month, or up 536-thousand from a year ago. That’s the highest growth in the number of employed people since May 2010.

The number of people with jobs rose by 500-thousand last October, by 479-thousand in November and by 441-thousand in December.

With more people collecting a paycheck, the nation’s unemployment rate slid three-tenths of a percentage point to three-and-a-half percent last month.

Unemployment among people between the ages of 15 and 29 fell half a percentage point to eight percent.

LG Group looks for growth in automobiles

LG Grup Otomobillerde Gelismeyi Bekliyor

Kore medyasinin bu hafta bildirdigine göre, Kore'nin en büyük isletme sirketlerinden biri olan LG Grup son aylarda otomobille ilgili is portföyünü genisletti.

LG'nin geleneksel ana gelir kaynagi arabalar degil tüketici elektronigi ve ev gereçleri olmustu. Fakat bilisim teknolojisi ve otomobil endüstrisinin yakinlasmasiyla birlikte LG, arabalardan para kazanmak için önünün açik oldugunu gördü.

LG araba yapmiyor fakat önemli parçalarda kaydettigi ilerleme, Kore'nin en büyük 2 otomobil üreticisine sahip olan Hyundai Motor Grubunun canini sikti.

LG'nin istegi akü ve diger elektrikli oto parçalarindan araba dizaynlarina ve bir otomobil kiralama isletmesiyle ortakliga kadar uzaniyor.

Bunlar arasinda, LIG Sigorta'nin yani sira kimya birimi LG Chem, bilisim ve iletisim teknolojisi alt kurulusu LG CNS, araç telefonu birimi LG U+ gibi istirakler dizisi de bulunuyor.

LG Group, one of Korea’s largest business conglomerates, has strengthened its automobile-related business portfolio in recent months, Korean media reported this week.

LG’s traditional cash cows have been consumer electronics and home appliances, not cars. But with the convergence of information technology and the automobile industry, LG sees a way to make money from cars.

LG isn’t making automobiles, but its inroads into important parts has hit a nerve with Hyundai Motor Group, which owns Korea’s two biggest automakers.

LG’s ambitions stretch from batteries and other electric car parts to car designs and a partnership with car rental businesses.

They involve a string of affiliates such as LG Chem, its chemistry unit, LG CNS, its information and communications technology subsidiary, mobile phone unit LG U+, as well as LIG Insurance.
