Lee departs for Turkey on 4-nation trip focused on oil, economic cooperation
Lee petrol ve ekonomik isbirligi odakli 4 ülkeyi kapsayan gezisi için Türkiye'ye gitti

Güney Kore Devlet Baskani Lee Myung-bak, ekonomik isbirligini güçlendirmek ve savas zamanidaki müttefiki arasindaki dostlugu pekistirmek maksadiyla Avrasya ülkesinin liderleriyle görüsmek üzere Cumartesi günü Türkiye'ye gitti.

Suudi Arabistan, Katar ve Birlesik Arap Emirlikleri gibi büyük petrol üreticisi ülkeleri de kapsayan ziyaretin bir bölümünü tarihi sehir Istanbul ile baskent Ankara olusmaktadir. Güney Kore, petrol ithalatinin yarisini bu ülkelerden yapmaktadir.

Amerika Birlesik Devletleri öncülügünde yürütülen kampanya ile ülkenin petrol ihracatindan elde ettigi gelirlerini yok etmek ve nükleer silah programi üzerinde bir baski unsuru olusturmak dogrultusunda Güney Kore, Iran'dan ham petrol ithalatini kesmeye hazirlaniyor.

Güney Kore'nin toplam petrol ithalati içerisinde Iran petrolü yüzde 10 gibi bir orana karsilik gelmektedir. Ciddi bir kesintinin Asya'nin dördüncü büyük ekonomisi üzerinde olumsuz etkileri olabilecegini ortaya çikarmistir. Yetkililerin verdigi bilgiye göre Lee'nin ziyaretinin önemli bir noktasi da Seoul'ün Iran'dan ithalati kesmesinin ardindan petrol arzinda herhangi bir aksalik yasanmamasini saglamak olacagi seklindedir.

Yetkililer bu üç ülkenin Iran'in nükleer bir silaha sahip olma ihtimalinden dolayi endiseli olduklari için Güney Kore'nin petrol açigini kapatmak için üretimlerini artirma konusunda iyimser olduklarini söylediler.

Dört günlük ziyaret için Türkiye'de bulunacak olan Lee, baskanlik ofisinin verdigi bilgilere göre ticaretin gelistirilmesi, altyapi insaasi ve diger isbirlikleri için Türkiye Cumhurbaskani Abdullah Gül ve Basbakan Recep Tayyip Erdogan ile görüsmeler yapacak.

Basbakan Erdogan'la bir araya gelecegi Istanbul'da is liderleriyle yuvarlak masa toplantisina katilip Türkiye'de yasayan Güney Korelilerle görüstükten sonra Pazar günü Ankara'ya hareket ederek Pazartesi günü Cumhurbaskani Gül ile bir zirve toplantisi yapacak.

Her iki tarafin "stratejik ortaklik" baglarinin gelistirmesi yönünde anlasacagi beklenmektedir.

Amerika Birlesik Devletleri, Britanya ve Kanada'nin ardindan en büyük dördüncü kuvveti yollayan Türkiye, 1950-53 Kore Savasi sirasinda Kuzey Kore'nin komünist birliklerini püskürtmek maksadiyla Güney Kore'ye yardim etti.

Lee, Türkiye'nin savasa katilmasi onuruna Ankara'daki savas anitina çelenk koyacak.

Yetkililer, proje üzerinde iki ülke arasinda çok büyük farklarin olmasindan dolayi müzakerelerde ilerleme sansi yüksek olmamasina ragmen Lee'nin Türk liderlerle yapacagi görüsmelerde nükleer enerji santrali insaasini da gündeme getirebilecegini belirttiler.

2010 yilinda Güney Kore ile Türkiye Karadeniz kiyisinda 20 milyar dolara dört nükleer reaktör insa etmek için yogun müzakereler düzenlemis fakat; iki taraf arasinda önemli farkliliklarin dogmasi neticesinde müzakereler askiya alinmisti.

Japonya'nin projeyi kazanmasi bekleniyordu. Ancak geçen yilin Mart'inda Japonya'da meydana gelen nükleer enerji santrali kazasindan dolayi Türkiye, Japonya'yla görüsmeleri durdurmustu. Kasim ayinda Türkiye projede Güney Kore'nin yer almasini istemis fakat çok az ilerleme saglanabilmistir.

South Korean President Lee Myung-bak left for Turkey on Saturday for talks with leaders of the Eurasian nation expected to focus on bolstering economic cooperation and upgrading the traditional friendship between the wartime allies.

The visit to the ancient city of Istanbul and the capital Ankara is part of a four-nation trip that also includes three major oil producing nations -- Saudi Arabia, Qatar and the United Arab Emirates. The countries account for about half of South Korea's crude imports.

The swing through the Middle East comes as South Korea prepares to cut back on its crude imports from Iran in line with a U.S.-led campaign to dry up the country's oil export revenues as punishment and pressure over its nuclear weapons programs.

Iranian crude accounts for some 10 percent of South Korea's total oil imports. Concerns have arisen that a drastic cut could have negative effects on Asia's fourth-largest economy. Officials said a key focus of Lee's trip will be to ensure there will be no disruptions to the oil supply after Seoul cuts back on Iranian imports.

Officials said they are optimistic about securing commitment from the three nations to increase their oil production to make up for the shortfall in South Korea's oil imports because the countries are also concerned about the prospect of a nuclear-armed Iran.

Lee will be in Turkey for a four-day visit that includes talks with Turkish President Abdullah Gul and Prime Minister Recep Tayyip Erdogan about trade expansion, infrastructure construction and other issues of cooperation, the presidential office said.

He will first stop in Istanbul where he will meet with Prime Minister Erdogan, attend a round table meeting with business CEOs and meet with South Korean residents before heading to Ankara on Sunday for summit talks with President Gul set for Monday.

The two sides are expected to agree on upgrading their ties to "strategic partnership."

Turkey sent the fourth-largest number of troops after the U.S., Britain and Canada to help South Korea repel communist troops from North Korea during the 1950-53 Korean War. The two countries call each other "brother countries" due to the strong bond forged in blood.

In Ankara, Lee will lay a wreath at a war memorial honoring Turkey's participation in the war.

Lee's talks with Turkish leaders could also include a nuclear power plant construction project, though officials said chances of making progress in the stalled negotiations on the project are not high because differences between the two countries are too large.

In 2010, South Korea and Turkey held intense negotiations on the US$20 billion project to build four nuclear reactors on Turkey's Black Sea coast. But the negotiations were suspended after the sides failed to work out key differences.

Japan had been expected to win the project. But Turkey's talks with Japan have been halted since last March's nuclear power plant accident in Japan. In November, Turkey asked for South Korea's participation in the project, but little progress has since been made.

The Ruling Saenuri Party is looking over a policy to bulk financial resources to a five-trillion-won range by strengthening taxation on financial capital profits and cutting tax exemption and reduction benefits.

Representative Na Seong-rin, who is in charge of the party’s economic pledges for the general elections, said on Saturday that the party was looking into short-term expansion of tax revenues by increasing taxation on financial capital income. This would also include decreasing tax reduction and exemption benefits, eliminating tax evasion and changing the real estate tax base to reflect actual market prices.

Na said the party was aiming for citizens to pay their taxes responsibly and fairly.

Imposing taxes on profits from stock sales and comprehensive financial income taxes are currently under discussion.

The Saenuri Party aims to increase welfare and create jobs from the increased tax revenues.

For the ruling Saenuri Party, it’s the calm before the storm with candidate nominations just ahead.

The nomination committee for the party will receive nomination applications from February sixth to the tenth, and will start the examination process on the 16th. Ahead of this, there will be a public survey and probe on party affairs for current lawmakers within the party.

The ruling party’s think tank, Yeouido Institute, held a survey on all incumbent lawmakers after the Lunar New Year holiday.

The party’s senior officials explained the survey was for regular elections strategies and was based on four areas including recognition of current lawmakers, their legislative activities, voters’ willingness to reelect them for another term, and lawmakers’ competitiveness against unified opposition candidates.

There has been speculation within the party that nearly half of the incumbent lawmakers may be replaced based on the results of the survey.

The probe into party affairs, which was completed on January 31st, is also taking interest.

A list of 39 lawmakers who have raised social problems or been called to court for legal proceedings has also stirred a controversy after it was released on Friday. The list was said to have been made last September.

On birinci Nisan genel seçimleri için yurtdisinda oy kullanma kayitlari yakinda sona eriyor, fakat sadece yüzde üç olan kayit orani ile geçerlilik sorular altinda.

Registration for overseas voting for the April eleventh general elections is soon coming to an end, but with the registration rate at just three percent, its effectiveness is under question.

Overseas voting is being introduced in South Korean elections for the first time this year, and according to the National Election Commission, about 80-thousand-300 people have registered to vote as of 8 p.m. on February third. Registration started on November 13th and only three-point-six percent of voters have signed up for the process.

Those who are registered residents in South Korea take up 83-point-four percent of the applicants, while overseas residents are at 16-point-five percent.

The most applications came from the United States, with 14-thousand-900, and China following not too far behind with 14-thousand-300. Japan was third with 13-thousand applicants.

The low registration numbers are thought to be caused by the difficult registration process and also a lack of interest.

To participate in overseas voting, the applicant must visit a nearby South Korean diplomatic mission to start the process. Once they have completed their registration, the applicants must make another visit during the voting period to cast their votes.

Overseas voters are allowed to vote only for proportional representatives.

The election commission expects registration to be around four to five percent upon the February eleventh deadline. However, politicians believe actual voting numbers will be even less, having little impact on the elections.

Devlet Baskani Lee Myung-bak cumartesi günü Türkiye'ye vararak 4 günlük Orta Dogu gezisine basladi.

President Lee Myung-bak has started his four-day tour to the Middle East, arriving in Turkey on Saturday.

The president met with Turkish and South Korean CEOs and emphasized the importance of a free trade agreement between the two countries. President Lee referred to the two countries as brothers, and yet, pointed out the lack of economic cooperation between Korea and Turkey.

Lee also added that the Korean government would actively support mutual investments between the two countries' business leaders for Turkey's economic development. President Lee praised Turkey's accomplishments despite a slowdown in global growth.

He also urged Istanbul to take on a leading role as a gateway for exchange, at a dinner reception hosted by Istanbul governor Huseyin Mutlu.

The ruling and opposition parties will start the process of nominating candidate for the April general election starting Monday.

The ruling Saenuri Party will start receiving nomination forms for five days from Monday.

The party will also look over the details of its nomination policies during a meeting on Tuesday. The ruling party's emergency committee had made amendments to the nomination policies in January.

The Democratic United Party will also hold a senior officials meeting to confirm their process in selecting nominees for the election.

The DUP will start looking for candidates and will set a timeline for nomination process as soon as the party's nomination policies are confirmed.
