Police launch probe on new cyber attacks on election watchdog's Web site

Polis, cumartesi günü, ekim ayinin Seoul belediye baskanligi seçimlerinde ciddi bir kesintiden ayri olarak, bu hafta baslarinda ulusal seçim denetleme kurulunun web sitesine yapilan hack saldirilarina bir dizi sorusturma baslattigini söyledi.

Ulusal Polis Ajansi Siber Terör Müdahale Merkezi'nden bir yetkili: "Ulusal Seçim Komisyonu (NEC), cuma günü polislerden, 8 ve 9 Ocak tarihinde meydana gelen dagitilmis erisim reddi (DDoS) saldirilari için sorusturma istedi. Bu yüzden sorusturma baslatildi." dedi.

Police said Saturday they have launched an investigation into a set of hacking attacks into the national election watchdog's Web site earlier this week, separate from the one that seriously disrupted October's Seoul mayoral election.

"The National Election Commission (NEC) asked the police on Friday to probe the distributed denial-of-access (DDoS) attacks that occurred on Jan. 8 and 9. So we opened the investigation," said an official from the Cyber Terror Response Center of the National Police Agency.

Yetkililer cumartesi günü, meclis baskaninin yakin bir yardimcisi olan Park Hee-tae'nin, 2008 yilinda iktidar partisinin liderlik yarisinda oy satin almak için rüsvet kullandigi çig gibi bir skandala karistigi iddiasiyla Güney Kore'den ayrilarak ülkeden uzaklastirildigini söyledi.

Savcilarin bu hareketi, 2008 yilinda iktidardaki Büyük Ulusal Parti'nin (GNP) en üst makami için seçilen Park'in milletvekilleri için rüsvet teklifi iddialari sorusturmasini hizlandirdi. Park, iki yil boyunca parti sefi olarak görev yaptiktan sonra, 2010 yilinda meclis baskani oldu.

A close aide to parliamentary speaker Park Hee-tae has been barred from leaving South Korea for alleged involvement in a snowballing scandal in which bribes were used to buy votes in the ruling party's leadership race in 2008, officials said Saturday.

The move came as prosecutors stepped up their investigation into allegations that Park offered bribes to fellow lawmakers to get elected to the top post of the ruling Grand National Party (GNP) in 2008. After serving as the party chief for two years, he became the Assembly speaker in 2010.

Lee Orders Gov’t to Help Merchants, Welfare Facilities

Devlet Baskani Lee Myung-bak, sosyal yardim tesislerini ve geleneksel açik pazarlardaki tüccarlari düzenli olarak desteklemek için devlet kurumlari ve yerel yönetimlere önlemler tasarlamalarini emretti.

Baskanlik Temsilcisi Park Jeong-ha Pazartesi günü, üst düzey sekreterlerle yaptigi toplantida, baskanin emirlerini ilettigini söyledi.

Lee toplantida, ihtiyaç duyduklari ögeleri saglayarak sosyal yardim tesisleri için gerçek bir yardim saglamak için devlet kurumlarina çagrida bulundu. Satin alinan ürünlerin, açik hava pazarlarindaki tüccarlara yardim için bir yol olacagini ekledi.

Baskan, krediler saglamak disinda, mikrofinans program operatörleri, daha küçük isletme sahiplerine, kendi ayaklari üzerinde daha kolay durmasi için yardimci olmalidir, dedi. Lee, küçük isletme sahiplerinden yapilan alimlarin onlar için gerçek bir avantaj olacagini öne sürdü.

President Lee Myung-bak has ordered government agencies and local governments to devise measures to regularly support welfare facilities and merchants at traditional outdoor markets.

Presidential spokesman Park Jeong-ha said the president delivered the order in a meeting with his senior secretaries on Monday.

In the meeting, Lee called on government agencies to provide real help to welfare facilities by providing items they need. He added that purchasing products will be a way to help merchants at open-air markets.

The president said beyond providing loans, microfinance program operators should further help small business owners more easily stand on their own feet. Lee proposed that making purchases from small business owners will be a real advantage for them.

Lee Vows to Stabilize Inflation

Devlet Baskani Lee Myung-bak, halk yakinda etkilerini hissedebilsin diye, bu yil enflasyonun muhakkak %3 daha az oranda tutulacagini söyledi.

Pazartesi günü, KBS Radyo'da yayinlanan haftada iki kez yaptigi radyo konusmasinda Devlet Baskani, hükümetin; fiyat kontrollerinden sorumlu kamu çalisanlarini rütbelendirecek ve önemli gerekliliklerin arz ve talebini kontrol edecek bir sistem tanitacagini söyledi.

Yeni Ay Yili tatilinin yalnizca bir hafta öncesinde Lee, hükümetin geçen ayin sonundan bu yana baslica 40 ürünün fiyat düzeylerini izledigini de vurguladi.

Devlet Baskani, Çin ile önerilen serbest ticaret anlasmasina da degindi. Geçen hafta Pekin'e yaptigi resmi ziyaret sirasinda, iki tarafli serbest ticaret anlasmasinin görüsmelerine yakinda baslanacagini taahhüt etmisti.

Lee, radyo konusmasinda Çin ile yapilacak serbest ticaret anlasmasinin ulusal güvenlikle de ilgili oldugunu belirtti. Çin'in, Güney Kore'nin tarim gibi hassas bölgelere iliskin ön anlasmaya varilabilecegi görüsüne ortaklik ettigini de söyledi.

President Lee Myung-bak says inflation will be kept in the lower three percent range by all means this year so the public can feel the effects at hand.

In his biweekly radio address aired on KBS radio Monday, the president said the government will introduce a system that will designate ranking public officials to be responsible for price control and managing the supply and demand of key necessities.

Just a week ahead of the Lunar New Year's holiday, Lee also stressed the government has been keeping tabs on the price level of 40 staple items since late last month.

The president touched on the proposed free trade agreement with China as well. During his state visit to Beijing last week, he promised to soon launch bilateral free trade negotiations.

In the radio address, Lee noted the FTA with China also relates to national security. He said China has aligned with South Korea's stance that an advance agreement must be reached regarding sensitive areas such as agriculture.

Devlet Baskani Lee Myung-bak, Kore Ögretmenler ve Egitim Çalisanlari Birligi Baskani Jang Suk-woong ile görüsmeyi ve okullardaki siddet olaylarini önlemek için isbirligi önerisi yapmayi planliyor.

Baskanlik ofisinden kidemli bir yetkili Lee'nin, Jang, Kore Ögretmenler Birligi Federasyonu Baskani Ahn Yang-ok ve muhafazakar ve yenilikçi aileler birliginin temsilcilerini Yeni Ay Yili tatilinden kisa süre sonra baskanlik ofisine davet etmeyi planladigini söyledi.

Iki yetkili, okullardaki siddet tüm egitim sektörünün isbirligini gerektiren bir mesele oldugundan Lee'nin daveti Jang'a kadar genis tuttugunu söyledi.

President Lee Myung-bak plans to meet with the chairman of the Korean Teachers and Education Workers' Union, Jang Suk-woong, and urge for cooperation to prevent school violence.

A senior official at the presidential office said Lee plans to invite Jang, Korea Federation of Teachers' Association President Ahn Yang-ok and representatives of conservative and progressive parents’ associations to the presidential office shortly after the lunar New Year holidays.

The official said Lee has decided to extend an invitation to Jang since school violence is an issue that requires cooperation from the entire education sector.

It would mark the first time for Lee to meet with the head of the Korean Teachers and Education Workers' Union since his inauguration.

Speaker Park Not to Run in April General Elections

Meclis Sözcüsü Park Nisan Genel Seçimlerinde Adayligini Koymayacak

Ulusal Meclis Sözcüsü Park Hee-tae, nisan genel seçimlerinde adayligini koymayacagini duyurdu.

Park, 4 ülkeye yaptigi 10 günlük ziyaretinden döndügü çarsamba günü Incheon Uluslararasi Havaalaninda gazetecilere açiklama yapti. Ayni zamanda, 2008'de Büyük Ulusal Parti liderlik yarisi sirasinda oy satin alma olaylarinda adi geçtigi iddialarini da kesinlikle reddetti.

Büyük Ulusal Parti içerisindeki rüsvet olaylariyla ilgili savcilarin incelemelerinin sonuçlari ekseninde sorumlulugunu yerine getirecegini söyledi.

Ancak Park, 2008deki Büyük Ulusal Parti liderlik seçimini tam olarak hatirlamadigini ve o yil içinde devlet baskani adaylarini seçmek için bir parti kongresi de dahil bes önemli seçim oldugunu belirterek yakin zamanda çikan skandalla ilgisi olmadigini söyledi.

Park, gazetecilerin Ulusal Meclis sözcülügünden istifa etmeyi düsünüp düsünmedigi ve savciligin mahkeme çagrisina karsilik verip vermeyecegi sorularini yanitsiz birakti.

National Assembly Speaker Park Hee-tae has announced he will not run in the April general elections.

Park made the announcement to reporters at Incheon International Airport on Wednesday when he returned home from a ten-day trip to four countries. He also flatly denied all allegations that he was involved in vote buying during a Grand National Party (GNP) leadership race in 2008.

He said he will assume responsibility in line with results of prosecutors’ investigations into the bribery case within the GNP.

However, Park added he had nothing to do with the recent scandal, noting he has vague memory of the GNP leadership race in 2008 and that five important elections, including a party convention to select presidential candidates, were held that year.

Park did not answer reporters’ questions on whether he plans to step down as National Assembly speaker or if he will respond to a summons from the prosecution.

Reform Committee to Introduce Election System on Fighting Regionalism

Reform Komitesi, Bölgesellikle Mücadele Adina Seçim Sistemi Tanitacak

Ulusal Meclis'in siyasi reform komitesi, parlamento yarisini çok az farkla kaybeden bir adayin oransal temsilcilik sistemi altinda seçilebilecegi bir sistem uygulamaya karar verdi.

Komitenin üst düzey vekilleri Büyük Ulusal Partiden Joo Sung-young ve ana muhalefet Demokratik Birlesmis Partiden Park Ki-choon sali günü yaptiklari bir toplanti sirasinda karara vardi.

Komite, gelecek hafta çarsamba ve persembe günleri düzenlenecek olan seçim yasalari üzerine alt komite toplantilari sirasinda sistemin detaylarini netlestirmeyi planliyor. Siyasi sektör uzun süredir sistemin, bölgeselligi kaldirmak için bir yol oldugunu düsünüyordu.

The National Assembly’s special committee on political reform has agreed to introduce a system in which a candidate who narrowly lost a parliamentary race can be elected under the proportional representation system.

Committee senior lawmakers Joo Sung-young of the ruling Grand National Party and Park Ki-choon of the main opposition Democratic United Party reached the decision during a meeting Tuesday.

The committee plans to finalize details of the system during meetings of a subcommittee on election laws that will be held Wednesday and Thursday next week. The political sector has long considered the system a way to root out regionalism.

Iktidardaki Büyük Ulusal Parti (BUP) lideri, partinin imajini yenilemek için ismini degistirebilecegini söyledi.

BUP acil liderlik komitesi sefi Park Geun-hye, sali günü parti vekillerinin yaptigi genel toplanti ardindan görüslerini açikladi. Vekillerin iktidar tarafinin ismini degistirmek istemesi durumunda komitenin hazirliklari baslatacagini söyledi.

Park, BUP vekilleri mevcut ismi korumak isterse, ismin degismeyecegini de söyledi.

Park, partinin dagitilmasi ve tekrardan açilmasi konusunda olumsuz görüslerini de dile getirdi.

The leader of the ruling Grand National Party (GNP) says the party could change its name as a means to overhaul its image.

GNP emergency leadership committee chief, Park Geun-hye, made the remark Tuesday after a general meeting of party lawmakers. She said the committee is making preparations in case lawmakers wish to change the name of the ruling camp.

Park also said if GNP lawmakers want to keep the current name then it won't be changed.

Park also expressed a negative view about dissolving the party and starting anew.
