Gov't Lifts Ban on S.Korean Visits to N. Korea
Hükümet Güney Koreliler'in Kuzey Kore'yi Ziyaret Yasagini Kaldirdi

Hükümet, Kim Jong-il'in ölümünün ardindan 19 Aralik'ta askiya alinan Kuzey Kore'yi ziyaretleri yeniden baslatarak Güney Korelilerin ülkeye gitmelerine izin verdi.

Birlesme Bakanligi'ndan bir yetkili bir kisi ya da grubun Kuzey'i henüz ziyaret etmeyi planinin olmadigina inandigini söyledi. Ancak Kim'e yas tutma sürecinin sona ermesinden ötürü bakanligin talep olmasi halinde sinir ötesi ziyareti gözden geçirecegini ifade etti.

Hükümet, savunmasiz Kuzey Koreliler için siyasi olmayan ya da ilk yardim destegi saglayan Güney Korelilerin Kuzey'i ziyaretlerine izin vermektedir.

Yetkilinin açiklamasi dikkate alindiginda hükümet Güney Kore savas gemisinin Kuzey tarafindan torpidolanmasinin ardindan iki Kore arasinda Güney'in yürürlüge koydugu mevcut yaptirimlar çerçevesinde ziyaretlerin devam etmesini bekleniyor.

Ayrica hükümetin Ulusal Meclis tarafindan belirlenecek bir kurulun 17 Ocak'ta Kuzey'deki Gaesong Sanayi Tesisi'ni ziyaret planini gözden geçirdigini söyledi.

Meclisin karar aldiginda duyurulacagini belirtti.

The government is allowing South Koreans to resume visits to North Korea which were tentatively suspended December 19th following the death of Kim Jong-il.

A Unification Ministry official says he believes there is no individual or group planning to visit the North yet. But he said as the mourning period for Kim has ended, the ministry will review requests for cross-border visits if they receive any.

The government has been allowing South Korean visits to the North that are nonpolitical or related to aid support for vulnerable North Koreans.

Given the official's remark, the government is expected to resume visits to the North within the framework of existing sanctions on inter-Korean exchanges the South imposed last year following the North's torpedoing of a South Korean Navy vessel.

The official also said the government is reviewing a plan by a National Assembly special committee to visit the North's Gaeseong Industrial Complex on January 17th.

He said the Assembly will be notified once a decision is made.

Online Kampanya konusunda Henüz Karar Verilemeyen Seçim Takibi

Ulusal Seçim Komisyonu, sosyal aglari da içeren internet üzerinden kampanya faaliyetleri konusunda hala bir karara varamadi.

Bu tartisma, geçen hafta Anayasa Mahkemesi'nin, Kamu Resmi Seçim Yasasinda kismen anayasaya aykiri bir hüküm vermesinin ardindan gündeme geldi. Mahkeme tarafindan alinan karar (hüküm), resmi kampanya süresi disinda internet üzerinden yapilan kampanya faaliyetlerini kapsiyor.

Komisyon Çarsamba günü, bu düzenlemenin hafifletilmesi üzerine tartismis olmasina ragmen komisyon yetkilileri ortak bir görüse varamadilar.

Resmi kampanya süresi baslamadan önce internet üzerinden kampanya yapma yasagi ile ilgili tartismali olan diger konunun ise mahkeme tarafindan anayasaya aykiri olmadigi belirtildi.

Komisyon, bu konular hususunda bir sonuca varmak için 13 Ocak tarihinde yeniden bir genel kurul toplantisi düzenleyecek.

Election Watchdog Yet to Decide on Online Campaigning

The National Election Commission failed to reach a decision Wednesday on the scope of campaigning allowed on the Internet, including social networking sites.

The discussion comes after the Constitutional Court last week ruled a provision in the Public Official Election Act partly unconstitutional. The provision regulates campaign activity on the Internet except during the official campaign period.

The commission discussed easing the regulation on Wednesday but says commission officials had differing views.

Another disputed provision concerning a ban on online campaigning before the official campaign period begins was not ruled unconstitutional by the court.

The commission will reopen another general meeting as early as January 13th to reach a conclusion on these issues.

GNP Aims to Remove Word 'Conservative' from Party Platform, Policy

Büyük Ulusal Parti, Parti Programi ve Politikasindan 'Muhafazakar' Kelimesini Çikarmayi Amaçliyor

Iktidardaki Büyük Ulusal Parti'nin olaganüstü liderlik komitesi, partinin programindan ve politikasindan "muhafazakar" kelimesini çikarmaya çalisiyor.

Olaganüstü liderlik komitesinin parti programi ve politikasiyla ilgilenen alt kolunu denetleyen Kim Jong-in, çarsamba günü KBS'ye partinin harekete geçmeyi planladigini söyledi.

Kim, muhafazakar olarak tanimlanan bir siyasi partinin günümüzün degisen dünyasinda ayakta kalamayacagini söyledi ve yeni bir partiye dönüsmek istiyorsa, Büyük Ulusal Parti'nin bu revizyonu yapmasi gerektigini vurguladi.

Fakat, böyle bir degisikligin, parti kongresi sirasinda son bir oylamayla gerçeklesecegi göz önünde bulundurulursa, "muhafazakar" kelimesini parti programi ve politikasindan kaldirma çabalarinin güçlüklerle karsilasmasi bekleniyor.

The ruling Grand National Party’s (GNP) emergency leadership committee is seeking to eliminate the word "conservative" from its party platform and policy.

Kim Jong-in, who oversees the emergency leadership committee’s subcommittee on party platform and policy, told KBS on Wednesday that the party is planning to make the move.

Kim said a political party that identifies as conservative cannot survive in today’s ever-changing world, and he stressed the GNP needs to make the revision if it wants to transform into a new party.

However, efforts to eliminate the word ‘conservative’ from the party platform and policy are expected to face difficulties given such a change can only be realized with a final vote during a party convention.

ABD'nin Dogu Asya ve Pasifik meselelerinden sorumlu Dis Isleri bakan yardimcisi Kurt Campbell, Kuzey Kore'nin Güney Kore'yle iliskilerini gelistirmek için adim atmasi gerektigini vurguladi.

Campbell, persembe günü Seoul'de Güney Kore'nin Dis Isleri Bakanligi ve Birlesme Bakanliginin kidemli yetkililerine, bu haftanin basinda Pekin'de Çinli hükümet yetkilileriyle görüstügünde çagrida bulundugunu söyledi.

Amerikali diplomat Çinli yetkililere, ABD'nin Kuzey Kore'yle gelisen bir iliskide temel bir esasa inandigini ve uluslararasi toplulugun Kuzey ve Güney arasindaki iliskilerde bir gelisme olmasi gerektigini söyledi.

U.S. Assistant Secretary of State for East Asian and Pacific Affairs Kurt Campbell has stressed that North Korea must take steps to improve ties with South Korea.

Campbell told high-ranking officials of South Korea’s Foreign Ministry and Unification Ministry on Thursday in Seoul that he made the call when he met with Chinese government officials in Beijing earlier this week.

The U.S. diplomat said he told Chinese officials the U.S. believes an essential element in an improving relationship with North Korea and the international community must be an improvement in relations between the South and the North.

Campbell added that he also urged China “to make clear the importance of restraint by the new North Korean leadership" and to work closely with South Korea and the U.S. on issues regarding the North.

He also said South Korea and the U.S. are actively cooperating on handling issues related to the North and added that the U.S. had invited Foreign Minister Kim Sung-hwan to visit Washington.

Unification Minister Yu Woo-ik says South Korea continues to leave a dialogue channel open for North Korea despite changes in the communist state’s situation.

Yu told reporters on Thursday that once such a channel begins to be stably managed, the two Koreas will be able to discuss all bilateral issues. Issues would include the North’s sinking of the “Cheonan” naval corvette and shelling of Yeonpyeong Island, as well as Seoul’s move to place sanctions on the North in May of last year following the sinking of the Cheonan.

Yu, who talked to reporters after briefing the president on the ministry’s key projects for this year, added that the South will not limit the subjects that can be discussed with the North if talks are held in a responsible manner.

The minister said Seoul continues to believe the North must apologize for the Cheonan and Yeonpyeong incidents. However, he added that addressing the two issues is not a precondition to hold inter-Korean dialogue but rather would be the focus of such talks.

Yu said though an official working-level contact was not held with the North, he believes Seoul’s stance to establish a dialogue channel was clearly conveyed to the North. He said conditions for holding such dialogue are more important than which side made the proposal first.

Yu said it is difficult to say that conditions for holding inter-Korean dialogue are ripe considering the North’s current situation. He stressed what is important is that Seoul has left open the door for dialogue.

GNP Lawmaker to be Questioned Over Vote-Buying Scandal

Savcilar, partinin ulusal kongresi öncesinde parti baskanligina aday bir vekil tarafindan rüsvet teklif edildigi iddiasiyla Büyük Ulusal Parti vekili Koh Seung-deok'u sorgulayacak.

Koh, oyu karsiliginda içinde nakit 3 milyon won bulunan bir zarf teklif edildigini ileri sürdü. Aldigi parayi geri çevirdigini de ekledi.

Seoul Merkezi Bölge Savcilik Ofisi, partinin yasal danismani olan Kim Jae-won'u sorgu için çagirmisti. Koh pazar günü sorgulanacak.

Prosecutors will question Grand National Party lawmaker Koh Seung-deok over allegations that he was offered a bribe by a lawmaker who was running for the party chairmanship ahead of the party's national convention.

Koh alleged that he was offered an envelope containing three-million won in cash in exchange for his vote. He also added that he returned the money he had received.

The Seoul Central District Prosecutors' Office has already summoned Kim Jae-won, a legal adviser to the party, for questioning. Koh will be questioned on Sunday.

The prosecution is set to investigate the candidate who allegedly attempted to bribe Representative Koh and the actual person who handed over the cash envelope to him.

Koh has been unreachable by domestic media, although he has said he will tell the prosecutors everything in his knowledge over the bribery scandal.

Prosecutors have said if the vote buying is found to be true, those involved in the bribe will be subject to criminal punishment under the Political Parties Act.

Kore Ulusal Polis Idaresi Siber Terör Müdahale Merkezi'nden yapilan açiklamada, Finansal Denetleme Servisi'nin (FSS) talebi üzerine sorusturmanin baslatildigi söylendi. Çikan söylentilere göre K.Kore'deki hafif su reaktörü patladi ve radyoaktif maddelerin G.Kore'ye ulasabilecegi tedirginlik yaratti.

he national police said Saturday they have launched an investigation into an earlier market rumor about a nuclear explosion in North Korea, trying to determine if speculators had intentionally spread the false report to make profits.

The Cyber Terror Response Center at the National Police Agency said the investigation was under way upon request from the Financial Supervisory Service (FSS), the nation's financial watchdog. The rumor spread Friday that a light-water reactor had exploded in North Korea and was leaking radioactive materials that could reach South Korea.

Foreign Minister Kim Sung-hwan, considered the most active user of social networking services among South Korea's cabinet ministers, will hold a Twitter conference next week with the public, the ministry said Saturday.

It said Kim and Ha Young-sun, a political science professor at Seoul National University, will talk about a range of foreign policy issues as the minister takes and answers questions on Twitter and Facebook.

President Lee Myung-bak to Visit China

Devlet baskani Lee Myung-bak, muadili Hu Jintao ile bir görüsme için pazartesi günü Çin'e gidecek.

Lee üç günlük ziyaretinde, Kore Yarimadasindaki istikrarin yanisira Kuzeydogu Asya iliskilerini de tartisacak. Çinli balikçilarin Kore sularinda yasa disi avlanmalarinin önlenmesiyle birlikte Güney Kore ve Çin arasinda olasi bir serbest ticaret anlasmasinin görüsülmesi de muhtemel.

Güney Kore devlet baskani, ikili iliskileri ve ekonomik isbirligini güçlendirmek ve iki ülke arasindaki iliskilerin 20. yil dönümünü kutlamak adina Çin'in önemli parlamenterlerinden Wu Bangguo ile de görüsecek.

President Lee Myung-bak will visit China on Monday for a summit with his counterpart, Hu Jintao.

On his three-day tour, President Lee will discuss Northeast Asian relations as well as stability on the Korean Peninsula. A possible free trade agreement between South Korea and China is likely to be discussed along with the prevention of illegal fishing by Chinese fishermen in Korean waters.

The South Korean president will also meet with China’s top legislator Wu Bangguo to deepen bilateral ties and economic cooperation, and to celebrate the 20th anniversary of diplomatic relations between the two countries.

A high-ranking Cheongwadae official emphasized the importance of communicating with China, especially with growing uncertainties on the Korean Peninsula.
