People in Self-Quarantine With No Symptoms Allowed to Vote after 6 PM Wed.

Kendi Kendine Karantinada Olan Seçmenler Çarşamba Günü Akşam 6'dan Sonra Oy Kullanabilecek

Karantinada kalmaya karar verip hiçbir COVID-19 belirtisi göstermeyen vatandaşlar, genel seçimler için çarşamba akşam 6'dan sonra oy kullanabilecekler.

Hükümetin seçmenlere yönelik Salı günü yayınladığı yönergeye göre; kendi kendine karantinada olup aynı zamanda oy kullanmak isteyen fakat hiçbir belirti göstermeyen vatandaşlar, oy verme yerine gidebilecek.

Dışarı çıkmalarına izin verilen diğer vatandaşlar ise çarşamba günü 17.20'de evlerinden ayrılabilecek. Ancak bu kişilerin, bulundukları yerlerden çıkmadan önce mesaj ile ya da izleme uygulaması ile onları izleyen sivil çalışanları uyarması gerekiyor.

Bu seçmenlerin maske giymeleri zorunlu olup seçim istasyonuna sadece yürüyerek ya da kendi araçlarıyla gelmeleri gerekiyor.

Bazı belediyeler ise, kendi kendine karantinada olan kişilere göz kulak olmak için onlara eşlik edecek sağlık görevlileri yetkilendirecekler.

Kendi kendini karantina altına alan seçmenler, diğer seçmenler oy kullanmayı bitirdikten sonra 18.00 itibariyle oy kullanabilecek. Ancak yine de seçim istasyonuna bu saatten önce gelmeleri ve oy verme işlemlerini 19.00'a kadar bitirmeleri gerekiyor.

Hükümet, karantinadaki kişiler için ayrı bir stantlar kurdu böylece diğer seçmenler ile aynı yerde oy vermek zorunda kalmayacaklar. Hükümet ayrıca her bir oy kullanımından sonra stantları hemen dezenfekte edecek.

People in self-quarantine who don’t have symptoms of COVID-19 will be allowed to vote in the general elections after 6 p.m. Wednesday.

According to the government’s guidelines for such voters released on Tuesday, people in self-quarantine who have expressed the intent to vote and aren’t showing symptoms on Wednesday will be able to head to polling stations.

Such people will be allowed to leave their place of quarantine from 5:20 p.m. Wednesday and must notify the civil employee monitoring them via the monitoring application or text message before they depart.

These voters must wear face masks and are allowed to get to their polling station by foot or their own vehicle only.

Some local governments will have health officials accompany people in self-quarantine when they head to polling stations in a bid to keep a close eye on them.

Self-isolators will be allowed to cast their ballots after ordinary citizens finish voting by 6 p.m. They will still have to arrive at polling stations before that time and return to their facilities by 7 p.m.

The government has set up separate booths for self-isolators so they won’t cross paths with ordinary voters. The government will immediately disinfect those booths every time a person finishes voting before letting the next enter.

Turnout for Wednesday's General Elections Highest in 28 Yrs at 66.2%

Çarşamba Günü Gerçekleşen Genel Seçim %66 ile Son 28 Yılın En Yüksek Katılımına Sahip

COVID-19 salgını olmasına rağmen çarşamba günü gerçekleşen Güney Kore geçimlerine katılımın %66'dan fazlasıyla son 28 yılın en yüksek oranı olması bekleniyor.

Ulusal Seçim Komitesinin (NEC) yaptığı açıklamaya göre; 43.99 milyon oy verebilir seçmenden 29.13 milyonu (%66'sı) oyunu kullandı.

Son 16 yılda ilk kez %60'ı geçti.

Ulsan; %68.6 oranıyla 17 eyalet ve büyük şehir arasında en yüksek oy verme oranına sahip. Sejong şehri ise %68.5 ile ikinci sırada.

Güney Chungcheong Eyaleti %62.4 oranıyla sıranın sonunda. Başkent Seoul'da ise %68.1 oranında oy kullanıldı.

%26.69 oranında olduğu belirlenen geçen hafta erken oylaması ise yurtdışı ve posta yoluyla kullanılan oylar olarak orana eklendi.

Yaklaşık 13bin kişi akşam 6'dan sonra oy verdi. Koronaya karşı kendi kendine karantinaya alınanlara tedbirler uygulandı.

The voter turnout for South Korea’s general elections on Wednesday has been estimated to be the highest in 28 years at over 66 percent, despite the COVID-19 pandemic.

The National Election Commission(NEC) said that over 29-point-13 million out of a total of around 43-point-99 million eligible voters, or 66-point-two percent, cast ballots.

The latest figure is eight-point-two percentage points higher than that of the previous general elections and the highest since the 1992 elections, when 71-point-nine percent of eligible voters cast ballots.

It is also the first time in 16 years the turnout surpassed 60 percent.

Ulsan eked out the highest voter turnout among the 17 provinces and major cities at 68-point-six percent, followed by Sejong City at 68-point-five percent.

South Chungcheong Province was at the bottom with 62-point-four percent, while 68-point-one percent of the voters in the capital Seoul exercised their right to vote.

Last week’s early voting, which produced a record high turnout of 26-point-69 percent, was incorporated into the prospective rate, along with overseas voting and absentee voting.

Around 13-thousand people who voted after 6 p.m. while in precautionary self-quarantine against the coronavirus were also factored into the tally.

Analysis: Half of Newly-elected Lawmakers First Timers

Analiz: Yeni Seçilen Milletvekillerinin Yarısı Görevde Yeni

21. parlamento seçimlerinde sandalye kazanan 300 adayın yaklaşık yarısı birinci kademe milletvekili.

Analize göre, yeni seçilen 151 milletvekili görevlerini ilk kez gerçekleştirecek. Bu sayı, bir önceki genel seçimden %44 daha fazla. Ayrıca 17. genel seçimden beri ilk en yüksek sayı.

İktidar ve muhalif tarafların, genel seçimlere aday gösterme sürecinde adaylarında büyük ölçüde değişiklik yapmasıyla birlikte görevi ilk kez gerçekleştirecek milletvekili sayısında artış görüldü.

Ayrıca son analizlere göre; yeni seçilen milletvekillerinin 177'sinin, veya %60'ının, yaş ortalaması 50lerde. İkinci yüksek yaş grubu 60lar iken bunları 40lar, 30lar, 70ler ve 20li yaşlar izledi.

Analize göre yeni bir rekora daha imza atılarak 300 milletvekilinden 57'sinin kadın olduğu belirtildi. Bu sayı, yerel seçmenleri temsil etmek üzere seçilen 29 kadın da içeriyor.

Around half of the 300 candidates who won seats in the 21st parliamentary elections are first-term lawmakers.

An analysis found that 151 newly-elected lawmakers are first timers. That’s up 44 percent from the previous general elections and the highest amount since the 17th general elections. 

The number of first timers apparently surged after both the ruling and opposition camps sought to majorly shake up their composition in the process of nominating candidates for the general elections. 

The latest analysis also found that 177, or nearly 60 percent of newly-elected lawmakers, were in their 50s. Elected candidates in their 60s made up the second-largest group followed by those in their 40s, 30s, 70s and 20s. 

According to the analysis, out of the 300 lawmakers, 57 were women, a new record. The number includes 29 women elected to represent local constituencies, also a record.

Güney Kore de dahil olmak üzere 12 ülkenin üst düzey diplomatları cuma günü bir tele-konferans görüşmesi yaptı ve COVID-19 için aşı geliştirme ve küresel ekonomiyi koruma konusundaki iş birliğini görüştü.

Seoul Dışişleri Bakanlığı'na göre, Bakan Kang Kyung-wha meslektaşlarına "COVID-19 Bakanlar Koordinasyon Grubu"nda katıldı ve daha sonra grup bir bildiri kabul etti.

Bakanlık, bildirgenin grup tarafından yapılan tartışmaları pekiştirdiğini ve pandemiden kaynaklı sosyal ve ekonomik yansımayı en aza indirgemek için gerekli yolculuklara ve iş adamlarının hareketine izin verme çağrısını içerdiğini söyledi.

Konferans görüşmesi sırasında Kang, Kore'nin krizle mücadele çabalarını gündelik hayata daha fazla bağlı karantina sisteminin yeni bir aşamasına geçiş de dahil olmak üzere tanıttı.

The top diplomats of 12 countries including South Korea held a conference call on Friday and discussed cooperation in developing vaccines for COVID-19 and protecting the global economy.

According to Seoul's Foreign Ministry, Minister Kang Kyung-wha joined her counterparts in the "Ministerial Coordination Group on COVID-19" with the group adopting a declaration afterwards.

The ministry said the declaration consolidates discussions held by the group so far and includes the call to allow the movement of business people and essential travel to minimize the social and economic fallout from the pandemic.

During the conference call, Kang introduced Korea's efforts in combating the crisis including a possible transition into a new phase of quarantine system that is more connected to everyday life.

While emphasizing that testing, contact tracing and treatment must continue to stem the spread of the virus, she said it would be desirable for countries to take gradual measures to normalize economic activities within a boundary that is manageable by each country's healthcare system.

The conference call involved the ministers of Canada, Brazil, France, Germany, Indonesia, Italy, Morocco, Peru, Singapore, Turkey and the U.K.

Merkezi Afet ve Güvenlik Önlemleri Genel Merkezi toplantısına cumartesi günü başkanlık yapan Chung, Nisan ayı sonundan Mayıs başına kadar tatil döneminde insanların hareketi ve temasları artarsa, ülkenin büyük bir bedel ödeyebileceğini söyledi.

Başbakan, vatandaşlardan gelecek tatilleri sırasında topluluklarının güvenliği için açık hava etkinliklerinden kaçınmasını ve seyahat planı düzenlemelerini yeniden düşünmelerini istedi.

Prime Minister Chung Sye-kyun expressed concern over compliance with social distancing guidelines during the upcoming long weekend and warned against a possible surge in infection cases.

Chairing a meeting of the Central Disaster and Safety Countermeasures Headquarters Saturday, Chung said that if people's movement and contacts increase during the holiday period in late April to early May, the country could pay a huge price.

The prime minister asked citizens to refrain from outdoor activities during upcoming holidays for the safety of their communities and to reconsider scheduling travel plans.

He also thanked front line medical workers fighting the outbreak and attributed Korea's commendable quarantine achievements to their dedication and sacrifice.

Chung said the government has created a badge for mass distribution and launched an online hashtag campaign where anyone can take part in encouraging and expressing gratitude to healthcare workers.

Regarding concerns over the labor shortage in farming villages ahead of the rice planting season, Chung promised to expand personnel support from the agriculture and defense ministries.

Pazartesi gününden itibaren ülke, küresel salgının ortasında yurt dışından artan sayıda COVID-19 enfeksiyonuna sahip vakanın geldiğini gördüğü için 90 ülkeye vizesiz giriş ve vize feragat programlarını askıya aldı.

Kore Hastalık Kontrol ve Önleme Merkezleri'ne (KCDC) göre, ülkeye gelen toplam yabancı sayısı bu ayın ilk 12 günü ortalaması olan 1.332’den düşerek perşembe günü 836 oldu.

Bunlardan kısa süreli kalmak için gelenlerin sayısı, bu ayın başlarında ortalama 266 kişiyken yüzde 70'ten fazla düşerek Çarşamba günü 77'ye ve ertesi gün 70'e düştüğünü ekledi.

Sağlık Bakan Yardımcısı Kim Ganglip, "Yabancılar için daha katı giriş kısıtlamaları, denizaşırı ülkelerden gelenlerin sayısında azalmaya yol açtı. Bu tür önlemlerin, virüsün denizaşırı ülkelerden giriş olasılığını daha iyi önlememize yardımcı olmasını bekliyoruz." dedi.

SEOUL, April 18 (Yonhap) -- The number of foreigners coming to South Korea for a short-term stay tumbled more than 70 percent after Seoul's suspension of visa-free entry and visa waiver programs to curb the inflow of the coronavirus from abroad, authorities said Saturday.

Starting on Monday, the country suspended visa-free entry and visa waiver programs for 90 countries, as it has seen an increasing number of COVID-19 infection cases coming in from abroad amid the global pandemic.

The total number of foreigners who arrived here stood at 836 on Thursday, down from an average of 1,332 during the first 12 days of this month, according to the Korea Centers for Disease Control and Prevention (KCDC).

Of them, those who came here for a short-term stay fell more than 70 percent from 266 people on average earlier this month to 77 on Wednesday and further to 70 the following day, it added.

"Tougher entry restrictions for foreigners have led to the decrease in the number of arrivals from overseas. We expect such measures to help us better prevent the possibility of the inflow of the virus from overseas," Vice Health Minister Kim Ganglip said.

On Saturday, South Korea reported 18 more virus patients, and the total number of infections stood at 10,653, including 232 deaths. Of the newly confirmed cases, four were detected at border checkpoints, according to the KCDC.

PM Chung Urges Immediate Execution of Relief Fund Payments

Başbakan Chung Sye-kyun pazartesi günü, hükümetin COVID-19'un ekonomik yansımasına yardımcı olmak için halka acil yardım fonları sağlamayı amaçlayan ekstra bütçenin derhal meclis onayını istedi.

Ulusal Meclis'teki bir bütçe konuşmasında Chung, insanların yaşamlarının sınırlara indiğini ve parlamentodan ek bütçeyi hızlı bir şekilde geçirmesini istediğini söyledi.

Hükümet perşembe günü Meclise tüm hane halklarının yüzde 70'ine en fazla bir milyon won nakit yardım sağlamak amacıyla, türünün ikincisi olan 7,6 trilyon won bütçe faturası sundu.

Chung, vatandaşların okula gidemedikleri ve şirketler ve işletme sahipleri hayatta kalmak için mücadele ettikleri için pandemiden dolayı günlük yaşamlarını aksatamayacaklarını iddia ettiklerini söyledi. Prime Minister Chung Sye-kyun on Monday urged swift parliamentary approval of the government's extra budget aimed at providing emergency relief funds to the public to help with the economic fallout from COVID-19.

In a budget speech at the National Assembly, Chung said that people's lives have been driven to the edge and asked parliament to quickly pass the supplementary budget.

The government on Thursday submitted to the Assembly a seven-point-six trillion won budget bill, the second of its kind, in order to provide a maximum of one million won in cash assistance to 70 percent of all households.

Chung said citizens claim they can no longer hold out with their daily lives disrupted due to the pandemic as students can't go to school and companies and business owners struggle to survive. He said the government has worked day and night to overcome the crisis but it's still not enough.

He said the emergency relief fund will help guarantee some income and serve to boost spending, stressing that its immediate execution is most important.

The prime minister said the government is making thorough preparations so the payments can be provided as soon as the budget is approved by parliament. He also asked for understanding in leaving out the highest earning 30 percent over fairness and due to limited funds.

In a Labor Day message posted on his social media Friday, Moon said industrial accidents that occur in the process of diligent labor are heartbreaking and socially significant as any other sacrifice.
 
He mentioned this week's deadly fire at a warehouse in Icheon, south of Seoul, and expressed deep condolences over the lives lost as well as respect for all workers in the country.
 
The president stressed the power of labor lies in the continuity of hard work. He said the country has been able to maintain everyday life during these difficult times brought on by the COVID-19 pandemic thanks to hard work of delivery and transport workers, caretakers and those working in social services.
 
Moon also attributed South Korea's quarantine model, which has been deemed a global example, to the nation's superb quarantine and medical system and  dedicated workers.
 
Moon said workers are the mainstream of society and pledged to protect jobs and revitalize the economy.
