Ministries Begin Talks over Funding Free High School Education

Bakanlıklar Bedava Lise Eğitimi İçin Fon Hakkında Konuşmaya Başladı

Eğitim Bakanı Yoo Eun-hae'nin açıklamasına göre; ilgili devlet daireleri, gelecek yılın başından itibaren bedava lise eğitimi sunmak için fon planlamasını nasıl yapacaklarını konuşuyorlar.

Perşembe günü parlamento denetiminde konuşan Yoo; devlet, gelecek yılın ikinci dönemine kadar bedava lise eğitimi için ilk adımı atmaya başlayacak dedi.

Yoo'nun açıklamasına göre; şu an için ilgili bütçeyi sağlayacak birçok planlama yapılıyor. Yoo, Eğitim Bakanlığının Finans Bakanlığı ile de bu hususta konuşmalara başladıklarını söyledi.

Büyüyen vergi aidatlarıyla bu hamle için yolun açıldığını not düşen bakan, Merkezi Hükümet'in bedava eğitim projesi için Yerel Hükümet'e daha çok sermaye ayırmasını söyledi.

Education Minister Yoo Eun-hae says related government agencies are discussing how to fund a plan to offer free high school education beginning next year.

Speaking at a parliamentary audit session on Thursday, Yoo said the government believes it is possible to take the first steps for free high school education no later than the second semester of next year.

She said they are looking into several plans on how to secure related budgets, adding the Education Ministry has already begun discussing the issue with the Finance Ministry.

Noting that growing tax revenues this year is paving the way for the move, the minister said the central government needs to transfer more funds to local governments to help with the free education project.

Education Minister Meets Parents over Preschool Irregularities

Eğitim Bakanı Anaokullarındaki Denetim İçin Ailelerle Buluştu

Çocuklarını özel anaokuluna gönderek aileler, pazartesi günü, okul öncesi eğitimin ilerlemesi için Eğitim Bakanı Yoo Eun-hae ile olan toplantı için çağrıldı.

Bakanlık yetkilisinin söylediğine göre; aileler, Bakan Yoo'ya, özel anaokulların buluşabileceği skandallara çözüm olarak devlet ve devlet tarafından işletilen anaokullarının sayısının arttılmasında ısrarcılardı.

Aileler aynı zamanda, bakanlık ve eğitim bürolarının, çocukların yemeklerinin nerede ve nasıl servis edileceğiyle ilgili dikkat edilmesi gerektiğini söyledi.

Sosyal ilişkiler için başkan vekili olarak hizmet veren Başkan Yoo, devlet anaokullarının sayısının arttılması konusuna katıldığını belirtti fakat bunun tek seferde tamamlanması zor olduğu için alternatif çözümler üreteceğine de söz verdi.

Aileler, özel anaokullarındaki işleyişe katılmalarının garantisi için ve hesap verme ve denetim şeffaflığını başarmak için yollar sunuldu.

Bakanlık yetkilisi, toplanan görüşlerin bu hafta açıklanması beklenen kapsamlı hükümet önlemlerine yansıtılacağını söyledi.

Muhasebe hilesi ve bütçenin kötüye kullanımı da dahil olmak üzere, anaokulu sahiplerinin dahil olduğu yolsuzluğun geçen günlerde Güney Kore'de halk arasında büyük ses uyandırması sonucunda bu toplantı gerçekleştirildi.

Parents who send their kids to private kindergartens called on Monday for improvements to preschool education during a meeting with Education Minister Yoo Eun-hae.

A ministry official said the parents urged Minister Yoo to increase the number of state-run or public kindergartens as a fundamental solution to the ongoing corruption scandal involving private preschools.

The parents also urged the ministry and education bureaus to pay greater attention to children's meals as in what and how they are served.

Minister Yoo, who also serves as deputy prime minister for social affairs, agreed on the need to increase the number of public kindergartens but she promised alternative measures as the task is difficult to complete in one go.

The parents reportedly proposed ways to guarantee their participation in the operation of private kindergartens and ways to achieve transparency in accounting and audits.

A ministry official said the opinions gathered will be reflected in comprehensive government measures expected to be announced this week.

The meeting comes as revelations of corruption involving preschool owners such as accounting fraud and budget misuse have sparked public outrage in South Korea in recent days.

Gov't Announces Traffic Control, Anti-Noise Measures for College Entrance Exam

Hükumet Üniversite Sınavı için Trafik Kontrolüne ve Gürültü Önlemeye Yönelik Tedbirleri Açıkladı

Hükumet bugün, 15 Kasım’da gerçekleştirilecek üniversite giriş sınavı için trafik kontrolünü sağlamak ve gürültüyü önlemek amacıyla alınacak bir takım önlemleri açıkladı.

Yaklaşık 595.000 öğrenci ülke genelindeki 1.190 sınav alanında Akademik Yeterlilik Testi için sınava tabi tutulacaklar. Sınav sabah saat 08.40’ta başlayıp 17.40’ta bitecek.

Eğitim Bakanlığı devlet dairelerinin ve kurumlarının kapılarını normale göre 1 saat daha geç açmalarını ve yolları açık tutmak için saat 10’dan sonra işe başlamalarını istediğini söyledi.

Başkent bölgesindeki metrolar ve trenler sınava girecek olanları sınav yerlerine ulaştırmaya yardımcı olmak amacıyla sefer sayılarını artırdılar.

13.10-13.35 saatleri arasında gerçekleştirilecek olan İngilizce dinleme testi sırasında bütün hava taşıtlarının sınav yerlerinin yakınlarına inişi ve kalkışı yasaklandı.

The government on Tuesday announced a set of traffic control and anti-noise measures for this year's college entrance exam set for November 15th.

About 595-thousand students will take the standardized College Scholastic Ability Test for the academic year 2019 at one-thousand-190 testing sites nationwide. The test starts at 8:40 a.m and runs through 5:40 p.m.

The Education Ministry said it asked government offices and enterprises to open an hour later than usual and start after 10 a.m. to keep the roads clear for students on their way to the test sites.

Subways and trains in the capital area have extended their rush hour services by two hours to help all exam-takers arrive at test sites on time.

All aircraft will be banned from landing or taking off during the English listening comprehension section between 1:10 p.m. and 1:35 p.m. in the vicinity of test sites across the country.

Vietnam Opens 1st Master's Degree Program in Korean Language

Vietnam Kore Dili'ndeki İlk Master Programını Açıyor

Vietnam'daki Dil ve Uluslarası Çalışmalar Üniversitesi Kore Dili için master programı açıyor.

Hanoi tabanlı ve Vietnam Ulusal Üniversitesi'ne bağlı olan üniversite, çarşamba günü, tanıtım seremonisi düzenlendi. Üniversite, Güneydoğu Asya'daki ülkeler arasında master programında Korece öğretecek olan ilk üniversite.

Bu yıl iki istihdam ilerlemesi ilk programa 13 öğrenci alınacak.

Master programın açılması, Vietnam'da Kore diline olan popüleritenin büyümesiyle gerçekleşti.

Yaklaşık 15bin Vietnamlı 25 üniversitede Korece okuyor, ortaokul ve lisede olan bazıları ise okul sonrası aktivite olarak Korece öğreniyor.

Güney Kore devleti aynı zamanda, 15 Kral Sejong Enstitüsü açarak Vietnam'da Kore dilini yaymaya yardımcı oluyor.

The University of Languages and International Studies in Vietnam has opened a master's degree program in Korean language.

The Hanoi-based university, affiliated with Vietnam National University, held a launching ceremony on Wednesday for the Southeast Asian country’s first master program teaching Korean.

A total of 13 students have enrolled in the program through two recruiting processes this year.

The move comes amid growing popularity of the Korean language in Vietnam.

Around 15-thousand Vietnamese people are studying Korean at 25 colleges, while some middle and high schools in the country are also teaching Korean as part of after-school programs.

The South Korean government is also helping the spread of the Korean language in Vietnam through 15 King Sejong Institutes across the country.

Earphones, E-Cigs Banned from College Entrance Exam

Üniversite Sınavında Kulaklık ve Elektronik Sigara Yasak

Eğitim Bakanlığı, bluetooth bağlantılı kulaklık ve elektronik sigaranın 15 Kasım’da gerçekleştirilecek olan üniversite giriş sınavı merkezlerinde yasaklanacağını bildirdi.

100 metre kadar kablosuz olarak çalışan bluetooth kopya çekmek için kullanılabilir. Ancak elektronik sigara en geniş elektronik tanımı kapsamında olmasa da onun neden yasaklandığı net değil.

Cep telefonu, akıllı saat, dijital kamera, elektronik sözlük, MP3, kameralı kalem, elektronik hesap makinesi ve radyo gibi diğer elektronikler zaten yasaklar arasında.

Sınava girecek olanlar sınavdan önce gözetmenlere ellerindeki tüm elektronikleri teslim etmek zorundadır fakat bunu yapmazlarsa kopya çektiği kabul edilip sınavdan atılacaklardır.

Bluetooth earphones and e-cigarettes will be banned from venues of the annual college entrance exam on Nov. 15, the Education Ministry announced Wednesday.

Bluetooth works wirelessly for up to 100 m and could be used to cheat, though it was not clear why e-cigarettes are banned unless they fall under the widest definition of electronics.

Other electronic devices like mobile phones, smartwatches, digital cameras, electronic dictionaries, MP3 players, camera pens, electronic calculators and radios are already banned.

Test-takers have to hand any electronics over to the proctors before the test, and failure to do so will be deemed cheating and they will be thrown out.

All Schools in Seoul to be Provided with Free Lunches from 2021

Seoul’deki Tüm Okullar 2021’den İtibaren Ücretsiz Öğle Yemeği Dağıtacak

Seoul’deki tüm ilkokullarda, ortaokullarda ve liselerde 2021’den itibaren ücretsiz ve ekonomi dostu öğle yemeği verilecek.

Bugün ki bir basın konferansında Seoul Büyükşehir Hükumeti 2021’den itibaren başkentteki 320 lise de dahil ücretsiz öğle yemeği kapsamını genişleteceğini bildirdi.

Ücretsiz öğle yemeği devlet, özel ve özel eğitim de dahil olmak üzere tüm okullarda dağıtılacak. Son kararla ücretsiz öğle yemeğinden yararlanamayan uluslararası ortaokulların yanı sıra yaklaşık 40 adet devlet ilkokulundan ve özel ilkokuldan öğrenci de bu haktan yararlanacak.

Ücretsiz öğle yemeği temini 2011’de devlet ilkokullarında başladı.

Starting from 2021, free, eco-friendly lunches will be provided in all elementary, middle and high schools in Seoul.

In a news conference on Monday, the Seoul Metropolitan Government announced that it will expand the scope of free lunches to also include 320 high schools in the capital city from 2021.

The free meals will be provided to all types of schools, including public, private and special schools. With the latest decision, students of some 40 national and private elementary schools as well as international middle schools who had not been provided with the free lunches will also enjoy the meals.

Provision of free school lunches began in 2011 in public elementary schools.

S. Korea's Suicide Rate Dropping, but Still Highest Among OECD Nations

Güney Kore’nin intihar oranı son yıllarda azalmış olsa da gelişmiş ülkeler arasındaki en yüksek orandır.

Sağlık ve Sosyal Yardım Bakanlığı’nın Ekonomik Kalkınma ve İşbirliği Örgütü’nden aldığı veri analizine göre, 2016 yılındaki 100.000 Güney Koreli arasındaki ortalama intihar oranı %25.8’di.

Ortalama intihar oranı 11.6 olan OECD ülkeleri arasındaki en yüksek orandır.

Letonya ve Slovenya 18.1 ile ikinci en yüksek orana sahip ülkelerdir ve onları Japonya, Macaristan ve Belçika takip ediyor. Türkiye 2.1 ile en düşük orana sahiptir.

Veriler OECD ülkelerinin intihar oranının 1985’ten bu yana düşüş gösterdiğini ortaya koyuyor. Güney Kore’nin oranı 2000’den bu yana genellikle yükseliş gösteriyordu ancak 2010’dan bu yana düşmeye başladı.

South Korea's suicide rate remains the highest among developed nations despite a decline in recent years.

According to the Health and Welfare Ministry's analysis of data from the Organization for Economic Cooperation and Development(OECD), the average rate of suicide among 100-thousand South Koreans was 25-point-eight in 2016.

That's the highest among OECD member nations whose average suicide rate was eleven-point-six.

Latvia and Slovenia had the second-highest rate at 18-point-one, followed by Japan, Hungary and Belgium. Turkey had the lowest rate at two-point-one.

Data show that the suicide rate for OECD countries has been falling since 1985. For South Korea, the number has generally been rising since 2000 but has started to drop since 2010.
