S. Korea's Discouraged Jobseekers Hit 580,000 to Post Record High for July

İş aramaya çalışıp da vazgeçenlerin sayısı geçen ay rekor seviyeye ulaştı.

Kore İstatistik'in Pazar günü verilerine göre; ülkenin cesareti kırılmış iş arayanların sayısı geçen yıla göre 55bin yükselerek 580,000’e ulaştı.

Bu, ülkenin verileri toplamaya başladığı yıl olan 2014’ten beri en yüksek Temmuz oranı.

Yaş gruplarına göre 20'lerinde olan yaklaşık %34’lük grup 195,000. 20'li ve 30'lu yaş grupları toplam sayının yarısını kapsıyor.

220,000 (%38)lik grubun iş aramadan vazgeçmesinin sebebi ise çabalarına rağmen iş bulamamaları.

The number of people who attempted to look for work but have given up on their search has reached a record high last month.

According to data from Statistics Korea on Sunday, the nation's discouraged job seekers reached 580-thousand in July, up 55-thousand from a year earlier.

It marks the largest July figure since 2014 when the nation started compiling related data.

By age group, those in their 20s accounted for nearly 34 percent, reaching 195-thousand. People in their 20s and 30s took up about half of the total.

As for reasons why they gave up looking for work, about 220-thousand people or some 38 percent said they had searched for employment but could not find any.

Kore Bileşik Hisse Senedi Endeksi (KOSPI) Pazartesi günü 25.24 (%1.10) yükselerek günü 2,329.83 ile tamamladı.

Teknoloji ağırlıklı KOSDAQ da 19.73 (%2.48) yükselerek günü 815.74 ile tamamladı.

Dövizde ise yerel para birimi dolar karşısında 2.8 Won kayıp ederek 1.189.1 Won oldu.

The benchmark Korea Composite Stock Price Index(KOSPI) ended up 25-point-24 points, or one-point-10 percent, on Monday to close at two-thousand-329-point-83.

The tech-heavy KOSDAQ also rose, gaining 19-point-73 points, or two-point-48 percent, to close at 815-point-74.

On the foreign exchange, the local currency weakened two-point-eight won against the U.S. dollar, ending the session at one-thousand-189-point-one won.

4th Extra Budget Aims to Help Small Merchants Gripped by Virus Resurgence

SEJONG, Sept. 10 (Yonhap) -- A fourth supplementary budget worth 7.8 trillion won (US$6.6 billion) is mainly aimed at helping small merchants and self-employed people cushion the economic impact of a recent resurgence of the new coronavirus.

The additional fiscal boost came less than a month after health authorities tightened social distancing rules to contain a new wave of contagion, amid growing concerns that the nation's economic slump may be deeper than expected.

Presiding over an emergency economic council meeting, President Moon Jae-in said the fourth extra budget is a "tailored" relief package for the business sector that suffered the most damage from the virus resurgence.

The resurgence of the new coronavirus has "rapidly put a damper on all economic activities and delayed the pace of an economic rebound," Moon said.

In particular, small merchants and self-employed people have felt the pinch of the elevated social distancing rules because they are suffering from lost income and high rental costs, Moon said.

Since late last month, restaurants and smaller eateries in the greater Seoul area have been required to operate until 9 p.m., and only takeaway and delivery are permitted from 9 p.m. to 5 a.m.

For franchise coffee chains, bakeries and ice cream parlors, only takeout and delivery have been permitted regardless of operating hours.

It marked the first time in 59 years for the South Korean government to allocate four extra budgets in a single fiscal year.

About half of the fourth extra budget, or 3.8 trillion won, will be spent for small merchants and self-employed people. Of that, the government plans to provide 3.2 trillion won in cash handouts to 2.91 million small merchants and self-employed people.

Under the plan, a small merchant with annual revenue of 400 million won or less will receive 1 million won in cash if the merchant suffers from lost income, the Ministry of Economy and Finance said.

Internet cafes, indoor sports facilities and cram schools will receive 2 million won each. For restaurants, smaller eateries and other merchants that shortened business hours, they will receive 1.5 million won each.

Another 1.4 trillion won will be used to help virus-hit companies maintain 1.19 million jobs.

In May, the government offered some 1.5 million won each in subsidies to 500,000 temporary or freelance workers who lost their jobs due to the coronavirus pandemic.

For the 500,000 workers, they will receive another 500,000 won each without screening procedures. The government will give 1.5 million won each in subsidies to another 200,000 temporary or freelance workers after conducting screening procedures, the ministry said.

To help 550,000 low-income households that lost jobs, the government will give emergency relief funds. The amount of the handouts will vary from 400,000 won for single-person households to 1 million won for households with four or more members.

As people go contactless in the wake of the pandemic, the government will give a phone bill subsidy of 20,000 won per person to all people aged 13 or older. About 46.4 million people will be eligible for the phone bill subsidy, the ministry said.

Another 1.1 trillion won will be spent for households that care for preschool and elementary school children. The ministry said 200,000 won per child will be offered.

The fourth extra budget will be funded mostly by 7.5 trillion won of new state bonds, the ministry said.

In addition to the fourth extra budget, the government will draw up a stimulus measure worth 4.6 trillion won to prop up the economy and support containment efforts, Finance Minister Hong Nam-ki told reporters.

Domestic consumption has shown signs of deterioration because of the tightened distancing rules, Hong said.

Elaborating on support to be given to small merchants, the minister said Seoul plans to double the amount of money these entrepreneurs can borrow through a special lending program from 10 million won to 20 million won. He said that the government plans to make it easy for merchants to take out this kind of loan.

The policymaker said the government will submit the fourth extra budget bill to the National Assembly on Friday.

The government will spare no efforts to begin offering subsidies and cash handouts ahead of the Chuseok holiday season that starts on Sept. 30, Hong said. He said that while recent extra budgets are straining the fiscal health of the country, the injection of funds should be viewed as a beneficial investment in the long term.

Four extra budgets are expected to take the nation's debt-to-GDP ratio to 43.9 percent this year, compared with just below 40 percent before the pandemic.

Pounded by the coronavirus outbreak, the nation's economy has plunged into a recession as its gross domestic product shrank 3.3 percent in the second quarter after a 1.3 percent on-quarter retreat three months earlier.

Earlier this week, Korea Development Institute, a state-run think tank, downgraded the nation's economic growth outlook to a contraction of 1.1 percent this year, a sharp downward revision from a 0.2 percent expansion in its May forecast.

So far, South Korea has pledged 277 trillion won in stimulus packages to help the nation's economy recover from the pandemic.

South Korean Shares Log 2nd Highest Gains Among G-20 Peers

Kore Borsası (KRX), kazancın Arjantin'in yüzde 107,54'ünün ardından ikinci en yüksek oranı işaret ettiğini söyledi.

SEOUL, Sept. 13 (Yonhap) -- South Korea's key stock index has posted the second-highest profit rate among its Group of 20 peers since this year's bottom, helped by robust buying by individuals, the bourse operator said Sunday.

The benchmark Korea Composite Stock Price Index (KOSPI) closed at 2,396.69 points Friday, soaring 64.42 percent from 1,439.43 on March 19.

All G-20 countries saw their main stock indices plunge to the year's lowest in mid-March, when investors' fear peaked over the new coronavirus pandemic.

The gain marks the second-highest rate only after Argentina's 107.54 percent, the Korea Exchange (KRX) said.

Among advanced economies, Germany gained 56.4 percent, with Japan advancing 41.4 percent and France adding 34.07 percent. Among emerging economies, Brazil added 54.73 percent, with India and Russia up 49.55 percent and 46.96 percent, respectively.

Of the Wall Street peers, the Nasdaq rose 58.2 percent. The S&P 500 rose 49.32 percent, with the Dow Jones Industrial Average up 48.8 percent.

Global financial markets are still struggling to recover from the economic fallout of COVID-19, data showed. Only four G-20 members -- South Korea, Argentina, the United States and China -- saw their key stock gauges go up from a year ago.

Local experts attributed the KOSPI's surge to the brisk investment by retail investors.

Since March 19 to Sept. 11, individuals bought a net 25.8 trillion won (US$21.7 billion) worth of local stocks, while foreigners sold a net 14.9 trillion won. Institutions offloaded a net 11.9 trillion won.

"The biggest push came from huge direct investment by individuals," said Kyobo Securities senior researcher Kim Hyung-ryeol.

"The current low-interest environment caused a massive inflow of cash into the local stock markets," he added.

Investors' desposits at brokerages stood at 57.4 trillion won as of Friday, according to the data from the Korea Financial Investment Association (KOFIA).
