Shin don ünlü bir Budist keşişi ve sosyal reformisttir. Bir prenses ile bir kölenin oğlu olarak doğmuştur.
Kral Gongmin'in sağ koludur. Kral Gongmin ve Kraliçe Noguk’un güvenini kazanmıştır. Kral Gongmin esinin ölümünden sonra geçirdiği buhran döneminde yönetimi Shin Don'a bırakmıştır. Shin don bu dönemde öyle güçlü oldu ki; zamanla ülke üzerinde mutlak kontrol kazandı. O, Budist bir rahipti. Ülkeyi içine düştüğü rahatsız edici durumdan kurtarmak için siyasal gücünden çok merhamet ve sevecenliğine güvendi. O, hem yenilik getiren bir filozoftu, hem de geleneksel fikirlere saygı duyardı.
