Lee Taksi Tasarısını Veto Etti
Devlet Başkanı Lee Myung-bak, taksilerin toplu taşıma aracı olarak sınıflandırılacağı Ulusal Meclis tarafından onaylanan bir yasa tasarısını veto etti.
Lee, tasarının geri çevrildiği bir Bakanlar Kurulu görüşmesinden sonra, salı günü öğleden sonra tasarıyı veto etti. Ulusal Meclisi’e gönderilen “taksi tasarısı” ile milletvekilleri, devlet sübvansiyonu ile taksi sektörünü destekleyecek tedbirleri yeniden değerlendirmek zorunda kalacak.
Devlet başkanı ilk kez veto yetkisini kullanmadan önce, tasarının uluslararası normlara uymadığını ve diğer ülkelerde böyle bir yasa bulunmadığını, eşi görülmemiş bir hareket olduğunu açıkladı. Daha sonra taksi endüstrisine yardım etmek için başka yolların olduğunu sözlerine ekledi.
Günün erken saatlerinde Başbakanlık Vekili Yim Jong-yong, taksilerin toplu taşıma araçları için ayrılmış toplu taşıma araçları kategorisine dahil edilemeyeceğini yönetimin nedeni olarak açıkladı. Uçaklar ve feribotların da toplu taşıma olarak kabul edilmediğini vurguladı. Taksi sektöründe kötü çalışma koşullarını kabul eden Yim, yönetimin taksi sektörünü desteklemek için alternatif bir planla geldiğini ve Meclis için önlem getireceğini söyledi.
Milletvekillerinin yarıdan fazlasının katıldığı bir oturumda tasarı, milletvekillerinin 3’te 2’si kabul ederse geçebilir.

President Lee Myung-bak has vetoed a bill passed by the National Assembly that would classify taxis as a form of public transportation.
Lee vetoed the bill Tuesday afternoon, following a Cabinet agreement to reject the legislation that morning. With the so-called “taxi bill” now sent to the National Assembly, legislators will have to reconsider the measure which would support the taxi industry with state subsidies.
Before signing to exercise his veto power for the first time, the president explained that the bill is an unprecedented move that does not fit international norms, and one cannot find such a law even in other countries. He then added that there are other ways to help the taxi industry.
Earlier in the day, Minister of the Prime Minister’s Office Yim Jong-yong explained the administration’s reasoning that taxis cannot be included in the public transportation category, which is designated for mass transportation means. He stressed that airplanes and ferries are not regarded as public transportation either. However, while acknowledging poor working conditions in the taxi industry, Yim said that the administration has already come up with an alternative plan to support the nation’s taxi industry, and will bring the measure to the Assembly.
The Assembly can pass the bill if two thirds of lawmakers agree to it at a session attended by more than half of its legislators.
