She instructed aides to come up with measures to help South Korean firms operating in the joint industrial complex in the North’s border town of Kaesong. South Korean firms have demanded that their government provide them with tax breaks, credit guarantees and other benefits. North Korea withdrew all of its 53,000 workers from the Kaesong complex, forcing the 123 South Korean factories there to suspend their operations.
