Özet
Deok-Bae hapisten çıktığında restoran sahibi olan eski dostu Dal-soo onu karşılar. Bu iki hayat hapiste de, dışarıda da hep birbirine bağlı oldu. Deok-Bae ve Dal-Soo aynı teknede bir ömür duran arkadaşlardı. Trafik ve işsizlik sorunları şehri cinayetlere sürükledi. Bu arada polis sayıları arttı tecrübeli polisler soruşturma ekibi tarafından bu durumu çözmek için bir ekip kuruldu. Ancak katilin hiçbir yerde bulunamadığı için işler aksıyordu. Medya bu cinayet davasıyla ilgili polisi taciz etmeye başlamıştı. Başka bir cinayet gerçekleşir ve bu kargaşada Deok-Bae yaralanır.

Synopsis
Upon getting out of prison, Deok-Bae meets his old buddy Dal-soo, who owns a restaurant. These two have never succeeded in life, and are constantly in and out of prison. Two others who happen to be in the same boat as Deok-Bae and Dal-Soo are ex-convicts. They have threatened to commit suicide unless traffic and unemployment issues are resolved. They are also unlucky enough to have been spotted at the scene of a crime. While these four are making big plans for their first success, the city becomes wrapped up in a serial murder case. In the meantime, an investigating team of veteran cops is formed in order to solve this case. However, the murderer is nowhere to be found and the investigation falters. The media continues to harass the police about this murder case, characterizing it as the Congressman Serial Murder, or the Bald-Headed Serial Murder, based on the victims' appearance and social status. The city is mired in turmoil. Taking advantage of this turmoil, Deok-Bae and his party try to carry out their plan when another murder takes place. Deok-Bae and his party once again come under suspicion.
