Song Yo Chan 1818 yılında doğdu. Song 22 Temmuz 1961 - 10 Ekim 1961 tarihleri arasında Dışişleri ve Ticaret Bakanı olarak görev yaptı ve korgeneral görevindeydi.
Song Washington'daki George Washington Üniversitesi'nde politika ve ekonomi üzerine egitim gördü. Kore Cumhuriyeti'nin ilk Devlet Başkanı Syngman Rhee'nin son günlerinde sıkı yönetim ilan etti.

He had studied politics and economics at George Washington University in Washington. During the final days of the First Republic of South Korea of president Syngman Rhee, he declared martial law.
