Lee Hoi-Chang, 2 Haziran 1935 yılında şuan Kuzey Kore'de bulunan Seoheung eyaletinde doğdu. Babası bir Cumhuriyet savcısıdır. Seoul Ulusal Üniversitesi'nde Hukuk öğrenimi gördü ve 25 yaşında avukat oldu. 46 yaşında ülkenin en genç Anayasa Mahkemesi Hakimi olmuştur. Lakabı ''Bambu'', Kore için dürüst bir kişidir.

He was born on 2 June, 1935 in Seoheung, Hwanghae, which is now part of North Korea. His father was a public prosecutor. Lee studied law at Seoul National University and became a judge at the age of 25. He become the country's youngest-ever Supreme Court judge at the age of 46. Lee was nicknamed "Bamboo", a Korean term for an upright person of principle.
