Chung Un-Chan 28 Şubat 1946 yılında Güney Kore, Chungnam Eyaleti'ndeki Gongju şehrinde doğdu. Daha sonra ailesi ile birlikte Seoul'e göç ettiler.3 yıl içinde Kyungi Province Lisesi'nden mezun oldu.
Seoul Üniversitesi'nde navigasyon ve ekonomi bölümünden mezun olduktan sonra, Amerika'daki Princeton Üniversitesi'nde doktorasını tamamladı.
Columbia Üniversitesi ve Seoul Ulusal Üniversitesi'ne iktisat profesörü olarak atandi ve 2002 yilinda Seoul Ulusal Üniversitesi'nin rektörü oldu.
''Theory Of Central Banking'', ''Macroeconomic Theory''.''The Principles Of Economics'' ve ''The Korean Economy Was Still Far Off'' adli kitaplar yazdı.
Chung Un-Chan'in hem İngilizce hem de Korece yayınları vardır.
29 Eylül 2009'da Güney Kore'nin yeni başbakanı seçildi.

He was born in 28 February 1947 in the city of Kongju in Ch'oongnam Province.
The descendant of a bankrupted Yangban (traditional Korean nobility class), his household migrated to Seoul upon their sudden ill fate.
After peforming part-time jobs for 3 years and graduating from a Kyungi Province High School,
he navigated through the Seoul National University Economics Department and received his doctorate in economics at America's Princeton University.
He served as a professor of Economics at Columbia University and Seoul National University before being appointed to Chancellor of
Seoul Naitonal University in 2002. The books he has authored includes "Theory of Central Banking," "Macroeconomic Theory,"
"The Principles of Economics" (co-authored) and "The Korean Economy Was Still Far Off"
He has numerous publications in both Korean and English.
South Korea's new prime minister on September 29 was chosen in 2009.
