22 Haziran 1955'de Gyeongsan'in Sincheon ilçesinde doğmuştur. Choi, 1975'te Daegu Lisesi'nden mezun oldu. Daha sonra Yonsei Üniversitesi'ne gitmiştir. University of Wisconsin-Madison'da 1991'e kadar okumuştur. Üniversitede ekonomi bölümünde okumuştur.
Hannara Partisi'nden Güney Kore Ulusal Meclisi'nin bir üyesidir. Gyeongsangbuk ve Cheongdo bölgesini temsil eder. Choi Gyeongsan için Daegu arasındaki sinirlar ötesinde Daegu Metro Line 1 in uzatılması ve Daegu-Gyeongbuk Bilim ve Teknoloji Enstitüsü'nü genişletmek için çalışmaya söz vermiştir.
Ekonomi çalışmaları Choi için çeşitli fırsatlar açtı. 1995 yılında Avrupa Gelişim ve Birleşim Bankası’nda konuk araştırmacı olarak görev yaptı. 2002 Güney Kore Devlet Başkanlığı seçim yılında, devlet başkanı adayı Lee Hoi-Chang için, ekonomi özel danışmanı oldu.

Choi Kyoung-hwan
Choi Kyoung-hwan was born on 22nd June, 1955 in Gyeongsan's Sincheon-dong. Choi graduated from Daegu High School in 1975. He obtained his bachelor's in economics at Yonsei University. He later received his Ph.D. in economics at the University of Wisconsin-Madison, where he studied to 1991.
He is a member of the National Assembly of South Korea in the Hannara Party. He represents the Gyeongsan-Cheongdo region of Gyeongsangbuk-do. Choi has promised to work for the extension of Daegu Subway Line 1 beyond the borders of Daegu to Gyeongsan, and to expand the Daegu-Gyeongbuk Institute of Science and Technology.
His work in economics has opened up various opportunities for Choi. In 1995, he served as a researcher at the European Bank for Reconstruction and Development. In the 2002 South Korean presidential election, he was special advisor on economics to then-presidential candidate Lee Hoi-chang.
