Kuzey Kore Güney Korelilerin Gaeseong Kompleksi’ne Girmesini Engelledi
Güney Koreli işçiler, Kuzey Kore’nin onayı ile Gaeseong Sanayi Kompleksi’ne girebilmek için çarşamba sabahı göç ofisinde saatlerce bekledi, ama Pyongyang’ın onayı gelmedi.
Daha sonra Güney’e Kuzey Kore’deki komplekste olan Güney Korelilerin eve dönmesine izin verileceği bildirildi.
Göçmenlik ve Karantina (CIQ) ofisinde bekleyen yaklaşık 180 Güney Koreli işçi kendi şirket merkezlerine döndü. 500 civarında Güney Koreli çarşamba günü tesise girmeyi planlıyordu.
Seoul’ün Birleşme Bakanlığı sözcüsü Kim Hyung-suk, yasağa duyduğu üzüntüyü dile getirdi ve işçilere izin verilmesini istedi. Hükümetin Güney Korelilerin güvenliğine öncelik vereceğini ve Seoul’ün durumla ilgili tutumunu sonuçlandırmadan önce, sanayi alanındaki Güney Koreli firmaların temsilcileriyle görüşüleceğini açıkladı.
Kuzey, Güney Kore ve ABD’denin ortak askeri tatbikatını protesto etmek amacıyla 2009’da da girişleri engellemişti. Birçok Kuzey Kore uzmanı, Kuzey’in kompleksi kapatma tehdidini uygulamasının olası olduğunu söylüyor.
Pyongyang kapatma kararı alırsa, 123 Güney Koreli iş yeri dağılacak ve kayıplar olacak. Güney Kore fabrikalarına 53 bin işçi gönderen ve nakit sıkıntısı çeken Kuzey için bu kompleks önemli bir gelir kaynağı oluşturuyor.

South Korean workers waited for hours at the immigrations office in the South Wednesday morning for North Korea’s approval to enter the Gaeseong Industrial Complex. Pyongyang’s consent never came.
Later in the morning, the North notified the South that it would allow South Koreans already at the complex in North Korea to return home.
The roughly 180 South Korean workers waiting at the Custom, Immigration and Quarantine (CIQ) office in the South eventually returned to their company headquarters. Around 500 total South Koreans had planned to enter the facility on Wednesday.
Seoul’s Unification Ministry Spokesman Kim Hyung-suk expressed regret over the ban and called for the resumed entry of the workers. He said the government will place its priority on the safety of South Koreans and speak with representatives of South Korean companies in the industrial park before Seoul finalizes its stance on the situation.
The North blocked South Koreans from entering the factory park in 2009 in protest of South Korea and the U.S.’ Key Resolve military exercise. Many North Korea experts say it is unlikely the North will follow through with its threat last weekend to shut down the complex.
If Pyongyang does shut it down, 123 South Korean businesses will be disrupted and face losses. The inter-Korean complex is also a significant source of revenue for the cash-strapped North, which sends around 53-thousand workers to South Korean factories there.
